Launched with pomp by the governor (Republicans) just over a year from the 2026 elections, the Overcoming Program, aimed at A, has lower funds than the São Paulo government has stopped spending on the social area in the last two years.
The government announced, in May this year, $ 500 million to stand the program, seen as a counterpoint to (PT).
According to the management, the money is due to relocation of the Secretariat of Social Development. The value is below R $ 831 million, in amounts corrected by inflation, which the folder no longer used in the years 2023 and 2024.
The highest reduction occurred in 2023, when only 57% of the budget for the folder actually were used – the smallest portion of the total since 2015, according to a survey by Sheet.
Of the R $ 1.8 billion scheduled for 2023, R $ 1.04 billion was spent. The leftovers of that year, of R $ 779 million, already represent a value higher than that announced by Tarcisio for overcoming.
HAS Sheet The folder states that R $ 569 million (ie, just over R $ 600 million in inflationary correction) were foreseen in that year’s budget for actions linked to COVID-19 and that, given the cooling of the pandemic, the use of the money was no longer necessary.

In the historical series, 2023 presents the largest budget in social development, followed by 2015 and 2022 (R $ 1.5 billion each). In contrast was the second year that was least spent, behind only 2018 (R $ 1.03 billion) – with the difference that, in 2018, spending corresponded to 87% of the folder budget.
In social assistance programs, including both social development and other folders actions, the Tarcisio years of government are neither among the largest budgets or among those who have most used the funds foreseen in the last ten years.
The largest forecasts were for 2023 and 2022 (R $ 1.8 billion and R $ 1.6 billion, respectively) and included pandemic assistance policies. The largest expenses occurred in 2022 and 2015 (R $ 1.8 billion and R $ 1.5 billion).
Adding the first two years of Tarcisio, 2023 and 2024 government, the reductions in social assistance were R $ 817 million. Much is due to the extinction of the People’s Bolsa, by the João Doria government in the context of the pandemic and to serve as an electoral showcase for the following year’s election, in which he intended to apply for president.
The People’s Bolsa unified the social programs of the São Paulo government and promoted monthly transfers of R $ 500 to parents of students who assume activities in state schools, and another R $ 540 per month, for up to five months, for unemployed and vulnerable people to provide service to public agencies.
In 2022, according to the government itself, the program had 700,000 beneficiaries.
In 2023, Tarcisio and relocated the resources to bear the increase in spending on civil service.
The Social Vulnerability Overcoming Program was created, which in 2024 had a budget of R $ 32.2 million, although 21% (R $ 6.9 million) were effectively spent. Of the R $ 16.9 million scheduled for 2025, until the beginning of June, only R $ 18,700 (0.15%) were committed, ie, reserved in the budget for use.
The Secretary of Social Development, Andrezza Rosalém, said that there is no way to compare with the overcoming because they present different proposals, the first being focused on income transfer and the second, with more than one modality, for better professional training.
“We wanted a guarantee of protection services beyond income transfer. It made no sense to invest in a new transfer program, because there is a solid worldwide -recognized worldwide income transfer program, which is Bolsa Familia,” she said.
A similar survey made by the office of Deputy Paulo Fiorilo (PT) in the Legislative Assembly of (Alesp) shows that the budget of R $ 1.2 billion for social development, in 2025, is lower than what was promised in voluntary amendments to state deputies the previous year. Voluntary amendments, unlike the impositions, are distributed according to political criteria.
In addition, the deputy questions the fact that the overcoming is promised to serve 105,000 families registered in the Single Registry, used to identify low -income families, and there are 3.7 million São Paulo families registered in the tool.
“The data show that social assistance was never a priority for Tarcisio. Actions to combat social vulnerability, such as income transfer programs, as well as professional qualification projects, already exist in the state, but are very poorly executed,” said the petista deputy. Fiorilo added that it is “pathetic” to compare overcoming to Bolsa Familia.
According to Secretary Rosalém, as the overcoming should integrate policies from nine other secretariats, the program must disburse more than the R $ 500 million announced, as the disseminated amount is relative only to the portion coming from social development.
The program needs Alesp’s approval to come into force and is expected to be based on the plenary on Wednesday (18). In addition to the bill that creates the program itself, another was also presented to create a specific career for agents who will work in the initiative. According to social development, the project is necessary to equate salaries outdated in the folder.
