O National Congress approved on Tuesday (17) the project on the creation of Opposition Leadership. The position will be alternated between Chamber e Senate every two years.
The proposal was presented by the PL leader in the Senate, Carlos Portinho (PL-RJ). The intention is that the new function has the same prerogatives as government leadership.
The leadership of the opposition already exists in the House and Senate, but in Congress this representation did not exist.
The rapporteur of the proposal, Senator Marcos Rogério (PL-RO), presented amendments to spend the exchange every two years. The original project established the change annually.
By the approved text, the holder of the vacancy will be nominated by the “parliamentary bloc or party with the largest number of representatives of opposition to the government, alternately, in the Senate and the House of Representatives.”
According to Marco Rogério, the bill had the support of 84 deputies and 22 senators. He stated that the project aims to fill in a “situation of imbalance between political forces” in Congress.
“The chief executive may appoint a congressman to be his leader in the National Congress, and may appoint up to 18 vice-leaders. However, such prerogative is denied, a true unlawful and undesirable derogation of the principle of arms parity,” the rapporteur said in defending the change.
