In a joint session of the senators made a significant decision by overturning more than ten presidential vetoes, including one that prevented the granting of pension to victims of the virus. The session, which analyzed a total of 64 presidential vetoes, resulted in the overthrow of 12 vetoes, either fully or in parts. Among the vetoes overthrown are those related to the exemption of property and investment funds of the new Value Added Tax (VAT) and the exemption from registration of agricultural inputs produced for their own use, marking an important victory for the parliamentary front of the agriculture.

The main highlight of the session was the overthrow of the veto to the project that provides compensation for moral damages and lifetime pension for children with microcephaly caused by Zika virus. With this decision, the affected people will receive a single compensation of $ 50,000, in addition to a monthly pension at the maximum value of the INSS, which is currently $ 8,150. Senator Mara Gabriele, author of the bill, expressed her gratitude for the support received, highlighting the presence of mothers of children affected by Zika Virus syndrome, who followed the close vote.

Despite significant victories, Congress chose to keep 28 of more than 60 vetoes on the agenda. Among the vetoes maintained are the creation of positions at the Private Insurance Superintendence and the condition of special insured for cooperative members. An agreement between Congress leaders resulted in the postponement of the 31 veto vote, with the aim of reducing tensions and achieving a broader consensus. Among the postponed vetoes are the classification of type 1 diabetes as disability and tax incentives for national electronic games. The oldest veto, which deals with the gratuity of the air luggage order, was also postponed, with a deadline established until July 17 for negotiation.
