INEP reduces by the first time surveillance in the printing of Enem

Institute decreases number of security and eliminates cameras obligation every 20 square meters

O (National Institute for Educational Studies and Research Anísio Teixeira) decreased security requirements for the impression of Enem (National High School Exam) 2025. The information was released by the newspaper The State of S. Paulo on Tuesday (17.jun.2025).

The agency confirmed the reduction of the number of vigilantes and the elimination of the obligation of cameras every 20 square meters, in addition to hiring external audit. This is the 1st change in security protocols since the proof leakage in 2009.

The changes are included in the term of reference of the notice to hire the graph responsible for the printing of the exam. Inep justifies changes as a “Evolution of the model, based on updated technical parameters” and claims to follow “Guidelines of the control bodies, such as the TCU (Federal Court of Auditors) and the CGU (Comptroller General of the Union)”.

Enem’s leakage in 2009 happened when an employee of the Plural Gráfica in São Paulo hidden questions in underwear and left the building without being detected. The case resulted in the cancellation of the exam days before its application.

Until 2024, Inep required “Infra-Red colored cameras with at least 420 lines of resolution every 20 square meters, in all areas dedicated to the execution of the object” e “At least one infrared colored camera with high resolution IP-Full HD system with 1600×1200 resolution and 2 megapixels every 100 square meters”. In the current notice, cameras must be only “Located in the manufacturing park in strategic locations” com “Minimum range of 20 meters.”

As for the vigilantes, the previous document determined positioning for 24 hours “Every 100 square meters in the graphic operation”. The new term only requires that they are “So that all areas are watched,” without specifying footage. There was also a reduction of 3 to “2 (two) surveillance posts, 24 hours x 7 days, in each concierge.”

The amount that will be paid by Inep to the printer is R $ 119,199,999.46, an increase of 13.4% compared to 2024. The tests will be applied on November 9 and 16 across the country, with a forecast of 4 million copies.
