The final report of the “parallel” investigation states that the councilman (PL-RJ), accused of integrating the “command role in the misinformation strategy and in the articulation of clandestine structures”.
According to, Carlos was one of the main responsible for the conception and maintenance of the structure known as the “Office of Hate”, which attacked alleged enemies of the former president (PL).
“The investigated figure in the heart of the criminal organization’s criminal actions and as corroborated by witnesses was the creator of ‘parallel intelligence’ formed by a delegate and three agents, for not relying on official structures,” says the PF.
According to the report, the illicit product of the parallel structure provided the political nucleus to attack political opponents, democratic institutions (especially the judiciary and the electoral system) and promote the organization’s agenda.
The PF also pointed to a counterintelligence task that would be intended to “protect” the family nucleus from official investigations, which resorted to Alexandre Ramagem, then director of Abin and today federal deputy for the PL, to learn about ongoing investigations at PF.
Police also state that disinformation campaigns were reverberated by the political core to obtain political advantages, discrediting the electoral system and attacks on opponents.
“Carlos Bolsonaro declared, reinforcing his position, being responsible together with his social networks systematically used to spread disinformation and attacks on opponents. In this sense, evidence related to his advisor reinforces the participation of the investigated directly in discrediting campaigns of the electoral process,” says the PF.
Carlos was indicted on suspicion of the crime of armed criminal organization. The PF chose not to indict Jair Bolsonaro in this crime, considering that there is already criminal action ongoing this conduct.
Nevertheless, the former president included the political core of the criminal organization accused of being behind the unlawful conduct attributed to the body.
In his X profile, Carlos hinted persecution after the revelation about his indictment in the case. “Anyone had any questions that Lula’s PF would do this to me? Justification? I believe you already know: elections in 2026? I don’t think so! It’s just coincidence!”
