Minister Alexandre de Moraes, from (Supreme Federal Court), determined on Wednesday (18.Jun.2025) the end of confidentiality on the investigation that investigates the misuse of political purposes during the former president’s government (PL)-the so-called “parallel abin”.
With the decision, the report of the (Federal Police) that lists those indicted in the case became public. The document points to the existence of a criminal organization installed inside ABIN. The material shows the names of the investigated nuclei. It includes from high -ranking politicians to Abin servants, federal police and military personnel assigned to the agency.
Jair Bolsonaro and the Rio councilman (PL), the former president’s son, were part of the strategic nucleus. According to the document delivered to the Supreme Court, they defined the targets of clandestine actions and benefited politically from the structure.

Bolsonaro, identified as “01” and main beneficiary of operations, was not indicted for already responding to the criminal action. Even so, his conduct was recorded in the inquiry for possible accountability in the future.
Investigation
The investigation began in March 2023, from a report of The globe revealing the use of secret software by ABIN for citizens monitoring. Since then, the PF has conducted steps and expertise. The result was delivered to the STF on June 12.
Now, with the confidentiality raised, the case file was sent to the PGR (Attorney General’s Office), which will have 15 days to speak out. The confidentiality will be kept only on documents dealing with tax and banking data from the investigated.
According to Moraes, the dissemination of the content is necessary to avoid mistaken interpretations and protect the integrity of the procedural instruction.
The end of confidentiality was determined after a series of leaks from the PF final report, which resulted in reports “Confuses, contradictory and erroneous”according to the rapporteur.
