In the protection of animal rights, the European Parliament comes with the registration of dogs and cats into systems or restrictions against inappropriate treatment.
On Thursday, the European Parliament (EP) approved its position on the draft legislation to introduce minimum standards of the European Union for breeding, location and handling of dogs and cats for the first time. The aim is to improve the living conditions of these animals and to ensure better traceability, TASR informs.
MEPs accepted their opinion with 457 votes for, 17 of them were against and 86 abstained. The EP negotiators will now start negotiations with the EU Council on the final form of the legislation.
According to the proposal, all dogs and cats in the EU should be identified by microchip and registered in interoperable national databases. Microchip identification numbers, together with information about the corresponding national database, should be stored in a single index database managed by the European Commission (EC).
Want to limit non -commercial transfers of animals from third countries
The EP MPs demand a ban on breeding and sales of dogs and cats in pet stores. According to them, new measures are to be extended to non -commercial transfers of animals from third countries, thus preventing the circumvention of import rules and subsequent sale.
Animals imported from third countries for sale would have to be chipped before joining the EU and then registered in the national database. Owners of pets entering the EU would be obliged to pre -register their animal in an online database at least five working days before arrival.
New restrictions in animal reproduction
In the field of breeding, MEPs promote the ban on breeding (purposeful reproduction of individuals, while all breeders’ efforts focus on maintaining or improving the breed properties, note TASR) among close -related individuals (such as parents and their descendants).
The EP also wants to disable the reproduction of dogs and cats with excessive conformist features that lead to the high risk of harmful effects on their good living conditions, and also support the ban on the use of these animals in performances, exhibitions or competitions.
MEPs added that binding, except for cases necessary for medical treatment, and the use of collars with spikes and throttle elements without safety covers must be prohibited.
