The presidents of, (-ap), and (-PB), told allies that they must personally go to the (Supreme Court) on Friday (27) to speak at the public hearing about the imposition (mandatory payment) of parliamentary amendments.
With the attendance, they want to show the relevance of this subject to Congress and pass the message to the ministers that a contrary decision will not be blessed and can aggravate the crisis between the powers.
The hearing was marked by the minister to instruct trial on the imposing budget, approved in 2015 to make the execution of individual parliamentary amendments mandatory. In 2019, the payment requirement was expanded to state bench amendments.
During this period, the value of parliamentary amendments increasedly increased. In 2015, each deputy and senator had under his control $ 16 million, and the government had the possibility of not paying any penny, if he wanted to.
In 2025, each deputy indicated R $ 37.3 million in individual amendments, and each senator, R $ 68.5 million. In the case of benches, each state will receive R $ 528.9 million this year. The government is required to execute these values.
Amendments are the instrument used by parliamentarians to send money to works and investments in their electoral bases. Resources are often exchanged for support in, and part of the money is also the subject of investigations into alleged deviations and fraud.
The obligation to execute is questioned in action filed by the STF. The party argues that the measure causes a “disastrous disharmony” between powers and “significantly diminished the possibility of the executive thinking and executing public projects and investments for Brazil.”
Dino summoned the public hearing to instruct the trial on the subject. His intention, according to assistants, is to bring to the plenary of the Supreme one. But he did not rule out making decisions on a preliminary basis, “if it proves to be indispensable and urgent.”
One of the points that the minister told assistants who intends to question is the current power of each congressman deciding the specific destination of the money, such as the municipality that will receive a school or hospital. Today, in Dino’s understanding, a parliamentarian acts as an expenses plaintiff, but without assuming responsibilities (such as responding for misuse of money).
The public hearing will be held in three parts on Friday (27). In the first block, in the morning, will participate the authors of actions on the amendments – PSOL and Abraji (Brazilian Association of Investigative Journalism), who questioned the calls “Amendments Pix” (without identification of the project to be contemplated) – and experts suggested by Dino’s Office, almost all with critical academic production to amendments.
In the second block, the representatives of the Legislature and the National, State and Municipal Executive will speak. The minister gave until Wednesday (25) for these organs to inform who will speak. The Lula Government (PT) will have to decide whether to defend the amendments or speak in favor of restrictions.
Motta and Alcohubre were included in the preview list of participants who will speak for the congress, according to the Sheet learned. The goal is to reinforce the political weight in the debate, which would not occur if the scaled to speak were the House and Senate lawyers. Sought by the report, they did not comment.
In the third block will participate in the New Party and entities that question the operation of the amendments, such as the Institute not accepted corruption, as well as members of civil society who signed up and were selected by the STF. The last to speak will be the representative of (Attorney General’s Office).
The possibility of new decisions of the Supreme to block the execution of parliamentary amendments or restricts them has caused tension among congressmen. Last year, Congress entered a clash with the ministers around the transparency of commission amendments, until Motta and Alcolumbre so that the name of the real authors was published.
Now, however, the speech of the congressmen behind the scenes is to press the summit of Congress from confrontation if the STF decides to advance the obligation to execute the amendments.
