Anac says that Elves Crescencio “has no free balloon pilot license”; balloon that fell in Praia Grande was not certified
Elves de Bem Crescencio, on Saturday (21.Jun.2025), has no valid license to make commercial flights, according to the (National Civil Aviation Agency). The accident resulted in and 13 injured.
The regulatory agency system shows that Crescencio has only the aeronautical medical certificate valid until July 26, 2026. This document represents an assessment of its physical condition and constitutes part of the process to obtain the complete qualification necessary for commercial flights, according to the newspaper Folha de S. Paulo.
In a note sent to Poder360Anac said Crescencio has no license of (free balloon pilot). The agency also reported that “The rugged balloon on June 21 in Praia Grande (SC) was not certified”.
To obtain the PBL license, they are required:
- Approval of theoretical examination of ANAC or authorized institution;
- Practical Instruction with qualified professional, linked to the accredited entity according to RBAC No. 183 or a CIAC certified by ANAC;
- compliance with the practical experience required by Section 61.181 of the Regulation;
- Approval in practical examination according to section 61.183;
- Possession of 2nd class or higher aeronautical certificate, valid;
- discharge with the Electoral Justice and, in the case of men, with military service.
Anac also said that there is currently no certified ballooning operation for commercial purposes in Brazil. Balloon flights are allowed only as sports, considered high risk. He said that it is only allowed to embark passengers in this type of activity with the consent that it is a risky sports practice.
The balloon operated by flying over tourist services carried 21 people. The company.

“First, Anac reiterates its solidarity to the family and friends of the victims of the crash with the warm air balloon that occurred on Saturday, June 21, in Praia Grande, Santa Catarina.
“Prior to the accident, on June 6, Anac regulatory experts were present in Praia Grande (SC) to discuss, in two distinct meetings with representatives of the local tourist sector, Sebrae, Ministry of Tourism and local city hall, about the tourist potential of Geopark, which involves seven cities in the region where ballooning is a prominent activity.
“At the time, ANAC stressed that there is already the possibility of operation of certified flights, since aircraft, professional and company meet regulatory requirements. These certification processes follow international safety standards.
“However, there is currently no operation certified by ANAC de Balloon in Brazil. Balloon operations are allowed as sports practice. Ballooning sports, as well as other extreme sports, is considered high risk by their nature and characteristics, occurring on behalf and risk of aerodeshoportists. One person can only embark another person in a free -risk free -risk activity.
“Aerodesport activity is standardized by the Brazilian Civil Aviation Regulation (RBAC) No. 103. Aerodesport aircraft are not certified, and there is no guarantee of aircraft. There is also no technical qualification issued for the practice and it is up to the sports, the responsibility for the safety of the operation.
