“This house does what the people want.” The phrase indicative of the duty of popular representation of Parliament in the 1992 exposed functioned as the password given by the then mayor, Ibsen Pinheiro, to the approval of Fernando Collor’s impediment of the Presidency of the Republic.
Today the motto is beyond debatable to decisions that favor internal interests. It is especially in check in two themes that contrast the positions of congressmen to the opinions of most Brazilians, captured in recent research at the Datafolha Institute.
The increase in the number of deputies and the end of reelection to president, governors and mayors are proposed by 76% and 57% of those consulted, respectively. Still, parliamentarians tend to approve them without taking into account what their represented think about it.
The House has already approved and prepares it to corroborate the decision to increase from 513 to 531 vacancies to deputies, indifferent to direct and indirect costs (with amendments, for example), in addition to the ripple effect on legislative assemblies, which would be increased by 30 chairs.
This is to the shiver of the objective data determined by the demographic, which indicated the need for redistribution of vacancies according to the population of each state.
The Federal Supreme Court has only determined the adequacy to which Congress is willing to add 18 more places in the House, under the cynical argument of preserving representation, when, in fact, they act to distort it by disrespecting the criterion of the proportionality of benches by inhabitants.
Congressmen will display the same disdain in relation to popular preferences to support the amendment for the end of the reelection approved by the Senate Constitution and Justice Commission.
They will contradict the 57% favorable to the chance of a second term in executive powers, without proof that the practice is harmful and in the name of the desire to shorten the line of politicians with an eye on positions.
