COP30: Government investigates price practiced by Belém hotel network

The government opened a procedure to investigate abusive prices charged by stadium hotels during the United Nations Conference on Climate Change (COP30), in Belém, which led the sector to question the requested information. THE National Consumer Secretariat (Senacon)linked to the Ministry of Justice and Public Security, sent notifications to at least 23 hotels.

According to a document issued by Senacon, to which the CNN It had access, abusive price practice is a “threat to the country’s institutional image on the international scenario, endangering Brazil’s reputation as host of major events.” The agency also states that increases violate consumer law.

Notifications began to be sent to hotels earlier this month. In the request, Senacon requires information of 16 items, including a comparison of prices practiced during Círio de Nazaré, traditional religious event, and COP30. The government also requests access to invoices on infrastructure investments, supplier contracts, operating and personnel spreadsheets.

In response, the Brazilian Hotel Industry Association (Abih) in Pará expressed concern about the procedure and asks Senacon to reassess notifications. In the document, the institution claims that the government requested the information based on reports and without support under technical study, which would indicate a “speculative” character, as well as involving information considered sensitive and sensitive.

The entity also questions the extent of the requests. The document states that the request of “extensive, sensitive and strategic data from multiple economic agents, without apparent cause and without individualization of conduct, violates the constitutional principles of due material legal process (art. 5, Liv, Federal Constitution), proportionality, reasonableness and legal certainty”.

The hotel sector also questions the comparison made with Círio de Nazaré. The assessment is that the religious event attracts mostly pilgrims, who do not require hotel accommodation.

“The demand profile, the average ticket and the logistics demands of audiences differ substantially from those observed in international events promoted under UN seal, such as COP30, whose audience consists of foreign delegations, international authorities, global press and participating companies,” the association says.

The association also expresses “deep concern” with the requests for invoices and contract data, which “pose a direct risk to the competitiveness of the sector, affecting the way enterprises structure their business and position themselves in the market.”
