In July, there is a relevant change for those issuing invoices through the Finance Portal. The Tax and Customs Authority (AT) will disable a functionality that has so far been widely used by independent workers and small service providers.
The measure was announced by the OT itself through a publication on social networks, and will be applied early in the month, with practical effects on the invoice issuance model and registration invoices.
Invoices without filling are no longer available
According to the OT, “from 07/01/2025 it is no longer possible to obtain invoices or re-receipts without filling in the finance portal”. This option allowed you to issue a blank document and fill it manually by hand, usual practice in situations of less internet access or in informal fairs and events.
According to the same source, this change aims to reinforce the control and traceability of economic operations, reducing the risk of omissions or frauds in the subsequent filling of these documents.
How long can invoices be used until June?
The tax authorities clarifies that “the invoices or invoices obtained by this date can only be used for starting operations whose ‘transaction date’ will take place until 06/30/2025”.
In addition, in order for the transaction to be valid, its issuance must occur within a maximum of five business days, ie until 07/07/2025. The elements of the operation must be registered on the Finance Portal by 14/07/2025, deadline for the introduction of this information in the system.
And then? New emission only with full filling
After this date, it is no longer available to collect the elements of invoices or re-enclosures issued without data. From July, all documents must be filled in full at the time of issuance, directly on the FINANCE Portal platform.
This new model forces professionals to be prepared to make invoices more immediately and structured, avoiding the use of physical blocks or pre-impressive models without complete data.

For many simplified taxpayers, this was a convenience option. The change now requires higher planning and organization as it will not be possible to maintain documents by filling out for later validation or editing.
Online filling becomes the only acceptance, which also reinforces the digitization of tax processes and real -time communication with the tax administration.
Objective is to reduce the risk of tax evasion
AT justifies the measure with the objective of promoting greater rigor in registrations and greater fiscal transparency. This limitation to the issuance of blank documents aims to ensure that data is accurately entered at the time of transaction, reducing the risk of later manipulation.
The new model approaches practices already adopted in other European countries, where real-time emission is a mandatory condition for the tax validity of any invoice.

To avoid embarrassment, professionals who still use invoice blocks obtained without filling on the finance portal must ensure their use by June 30, with subsequent digital emission to the indicated dates.
After that, it will be necessary to adapt to the new system, using invoices exclusively with all fields filled digitally and in a timely manner.
