North Carolina approves legislation that attacks transgender people's rights

The approved bill includes a series of provisions regarding transsexual people.

North Carolina Senate has been approved by legislation that follows the Trump administration policy on transsexual rights and blocks accusations of abuse and negligence for parents who create transgender children.

A measure approved on Tuesday – despite the stresses added to the Senate – offers protection to women and minors in pornography, but had several provisions related to the rights of transsexuals added to a Senate committee last week.

The approved bill includes a series of provisions related to transsexual people, such as the prohibition of gender transition procedures financed by the state or gender affirmation hormone therapy to prisoners.

It also requires the state officially attach the new birth certificate of a transgender person to the old if they change the sex attributed at birth, as well as states Trump’s executive order recognizing only two sexes.

Republican Senator Buck Newton said the reason for presenting the bill with new dispositions was to address the issue of women being “systematically erased from our language.”

He referred to terms as “pregnant person” as proof of this fact.

In the original version of the House bill, its sole purpose was to reduce the sexual exploitation of women and minors by applying age and consent requirements to people who appear on pornography sites and also defines a process to remove the content of these sites if an artist requests him, regardless of age and consent.

In its original form, the bill was unanimously approved in the House last month, before the changes, which caused agitation among the Democrats, who stated that the project had been changed.

“They were not limited to diverting attention from the problem, they made it impossible to solve,” said Senate Democratic leader Sydney Batch.

The other bill approved on Monday, entitled ““(Parent Protection Law), blocks certain accusations of abuse and negligence for parents who create transgender children. This bill was sent to the secretary of Democratic Governor Josh Stein for her veto or impending approval.

However, the bill is on its way to becoming a law even if Stein vetoes him, as the previous Democratic support in the House will give Republicans the most necessary to nullify a veto.

Bills approved by the Senate reinforces the attitude of the Trump administration

Among the many priorities revealed by the Trump administration in the last six months, the pressure against rights and the recognition of transgender people has been in the front line.

The parents’ protection law would protect parents, tutors and caregivers from being accused of child abuse or negligence because they “create a young man according to the biological sex of the young man,” according to the legislation. This includes making reference to the child, as well as making medical or mental health decisions, based on the sex attributed to the birth.

Adoption agencies may not refuse to adopt a child because of their unavailability to allow the child’s transition.

Nine House Democrats voted in favor of legislation last week, which means that Stein’s potential veto would be easily overcome if these margins would remain and allow the project to become law.
