The political defeat experienced by President Luiz Inacio Lula da Silva on Wednesday (25) with the overthrow of the Decree on Financial Operations Tax (IOF) was not seen 33 years ago.
The last time a presidential decree was overthrown in March 1992 under Fernando Collor de Mello’s government. The act was trying to change rules for precatory payments and was published in January of the same year.
The overthrow of decrees for voting in the House or Senate is not uncommon, but the measure tends to press the government to remove the act before there is a vote in both houses. Thus, when there is a defeat in a legislature, the president tends to withdraw the decree before annulment in the other house.

In the current government of Lula, the act of impedimenting the installation of shooting clubs less than one kilometer of public or private schools was overthrown by the House in May 2024. The departure went to seek time restrictions for the operation of the facilities.
