In The Hague, with the text adopted to refer to the commitment of Member States to pay 5% of GDP in their defense spending by 2035.
Specifically, the joint announcement “its leaders are also committed to security by 2035” to ensure the fulfillment of our individual and collective obligations “.
The Declaration also states that members will submit “annual plans” that will prove “a reliable, gradual course to achieve this goal”, with a more comprehensive review of progress that has taken place in 2029.
The Declaration, which consists of five key points of the five points also includes a phrase that confirms the “steadfast commitment of 32 countries to collective defense, as guaranteed in Article 5 of the Washington Treaty – that an attack on one is an attack on all”.
The document also includes the commitment to further support in Ukraine and notes that “its safety contributes to our own”, but does not directly condemn Russia.
It, however, includes a separate reference to “the long -term threat posed by Russia for Euro -Atlantic security”.
In detail the text adopted:
THE STATEMENT OF THE HAGI CO.
1. We, the Heads of State and Government of the North Atlantic Alliance, have gathered in The Hague to confirm our NATO commitment, the strongest alliance in history, and the transmitter bond. We confirm our steadfast commitment to collective defense, as guaranteed in Article 5 of the Washington Treaty – that an attack on one is an attack on all. We remain united and stable in our determination to protect our one billion citizens, defend the alliance and safeguard our freedom and democracy.
2. United against serious threats and challenges for security, in particular the long -term threat posed by Russia for Euro -Atlantic security and the constant threat of terrorism, allies are committed to investing 5% of GDP per year in the basic and centrals. Obligations, in accordance with Article 3 of the Washington Treaty. Our investments will ensure that we have the strengths, capabilities, resources, infrastructure, war readiness and durability needed to prevent and defense according to our three main duties: deterrence and defense, crisis prevention and management and cooperative security.
3. The Allies agree that this 5% commitment will include two main categories of defense investment. The allies will have at least 3.5% of GDP per year, based on the agreed definition of NATO defense spending by 2035, for the basic defense needs and to achieve NATO’s objectives. The Allies agree to submit annual plans that show a reliable, gradual course to achieve this goal. And the allies will represent up to 1.5% of GDP per year, among other things, to protect our critical infrastructure, defending our networks, ensuring our political readiness and durability, liberalization of innovation and enhancing our defense industrial basis.
The course and balance of costs under this plan will be reviewed in 2029, in the light of the strategic environment and the up -to -date objectives. The Allies confirm their constant dominant commitments to provide support to Ukraine, whose security contributes to our own, and, for this purpose, they will include immediate contributions to Ukraine’s defense and defense industry when calculating defense spending.
4. We confirm our common commitment to quickly expand the transatlantic industrial cooperation in the field of defense and to exploit emerging technology and the spirit of innovation to promote our collective security. We will work to eliminate trade in the field of defense between the allies and take advantage of our partnerships to promote industrial cooperation in the field of defense.
