The plenary of the approved on Wednesday (25) the request for urgency to vote on the complementary bill that increases the number of federal deputies from 513 to 531. The text itself must be appreciated in session later this Wednesday.
Senators still count votes, claim that the house is divided and consider the result of the score. The urgency was approved by 43 votes to 30. For the approval of the main text, at least 41 of 81 votes is required.
In an attempt to reduce political wear, rapporteur, Senator Marcelo Castro (MDB-PI), incorporated an article that “prohibits any increase in expense” because of the creation of the 18 new chairs of federal deputies.
The bill was articulated by the House of Representatives in reaction to a determination of the Supreme Court (STF) so that the number of deputies, which varies from state to state, was proportional to the number of inhabitants measured by the 2022 census.
Instead of redistributing the 513 seats between the states and the Federal District, which would lead part of them to lose representatives, the House decided to create 18 more, contemplating those who had a population increase according to the IBGE (Brazilian Institute of Geography and Statistics).
If the change is approved by the senators, the states of Pará and Santa Catarina (4 each), Amazonas, Mato Grosso and Rio Grande do Norte (2), Goiás, Ceará, Paraná and Minas Gerais (1) earn new deputies.
The redistribution of vacancies was required by the Supreme Court from a request from Pará to prevent states whose population has grown in recent years from being sub-reported. If Congress did not approve the readjustment until June 30, the TSE (Superior Electoral Court) itself would do this.
Initially, the proposal caused some states to lose chairs in the plenary so that others won, which generated controversy between the stands.
It was the case of Paraíba itself, the mayor, (), who would have 2 less deputies. The benches of Rio de Janeiro (4), Bahia (2), Piauí (2), Rio Grande do Sul (2), Alagoas (1) and Pernambuco (1) would also be reduced.
The Federal Constitution determines that the representation in should be proportional to the population of each federation unit, but limits the number A at least 8 and at most 70.
Research shows that the approved increase. Only 20% are in favor, while 2% do not know and 1% say indifferent. 2,004 people were interviewed 16 years or older on June 10 and 11, with a margin of error of two percentage points.
The House of Representatives estimates at R $ 64.6 million per year the increase in vacancies, including wages, benefits and structure for 18 new parliamentarians.
In addition, the expenses of the legislative assemblies of the States will increase, as the Constitution links the number of state deputies to that of federal.
The bill was approved last month by federal deputies by 270 votes to 207. Only PSOL, Citizenship, Novo and Network parties guided a vote against.
