The Federal Senate approved, on Wednesday night (25), the complementary bill that expands 513 to 531 the number of federal deputies from 2026 elections. The text has changed in relation to the version approved by the deputies and, therefore, returned to new analysis of the Chamber of Deputies.
The matter began to be prepared and later discussed after a decision of the Supreme Court (STF), which determined the review of the House composition, based on updated data from the population, which has not occurred since 1933.

According to Fernando Neisser, Professor of Electoral Law at FGV/SP, the increase entails in a higher expense, “not only with the salary of these new deputies and deputies who will enter, but also of their advisory teams, the cost of the costs of each cabinet.”
The teacher also explains that the Federal Constitution determines that the size of the Legislative Assembly of a State must meet a proportionality in relation to the number of federal deputies and deputies that that state has in the House of Representatives, however, he ponders:

Juan Carlos Arruda, director-general of the ranking of politicians, also believes that project is synonymous with “expanding the cost of the public machine without guaranteeing any return to society.”
“Brazil needs efficiency, not more chairs occupied by those who already have difficulty delivering results. Congress should be discussing how to be leaner, more effective and more responsible – not how to become bigger, more expensive and more inefficient,” Arruda continued.
When the proposal was approved in the House, on May 6, Deputy Damião Feliciano (Union-PB), who is rapporteur of the text, included the estimate of the Directorate General of the Annual Impact Chamber, which is approximately R $ 64.6 million.
In the Senate, the proposal was reported by Senator Marcelo Castro (MDB-PI). In his opinion, the parliamentarian included an amendment by Senator Alessandro Vieira (MDB-SE) that prohibits any increase in expenses, including valuable offices and parliamentary quotas, airline tickets and housing allowance.
The amounts corresponding to the year 2025 must be maintained. The approval of additional credits, relocation, transposition or budget transfer is prohibited.
