The Government (PT) will publish a decree with the objective of resuming land ownership processes and land regularization in the country. The text is in the final stages of elaboration, with expected to be announced by the president in the coming days.

A Sheet had access to the draft decree. The proposal creates the National Earth Governance Policy (PNGT) and unifies a series of land information databases that currently have no integration.

Behind the decree is a diagnosis made by the (Federal Court of Audit).

The court pointed to land titling failures as a “high -risk area of federal public administration”, suggesting that the state does not accurately know who occupies land in the country, making room for land grabbing, illegal deforestation, and irregular advancement of pasture, as well as cases of violence and impunity.

By the text of the decree, the integration of the database will be centered on the Ministry of Agrarian Development, with the creation of Sinarf (National System of Land Regularization). This digital platform will cross data from real estate and notary records, the Rural Environmental Registry and the Single Registry for Federal Government social programs, Cadúnico, which identifies low -income families.

The decree also deals with the creation of an application named “My Rural Property”, in which the beneficiary can follow details about land regularization. The idea is that, with the integration of these data, the citizen has access to rural credit with reduced interest, for example.

A Sheet He questioned the Ministry of Agrarian Development, which only stated that “land regularization is the priority theme of the ministry and is under discussion.” Incra made no statements on the subject.

In addition to the Ministry of Agrarian Development, the actions will be operationalized with the support of the Ministry of Management and Innovation in Public Services, in partnership with Municipal States.

The TCU pointed out, in an audit on the land situation of the country, that registration and regularization systems are incomplete, outdated or disconnected with each other.

“Although the TCU has issued several determinations and recommendations to the federal government in recent years, there is still much to do to improve and evolution of knowledge of Brazilian soils,” the court said in the document, completed last year.

“Problems such as the lack of information about the Brazilian territory, the lack of articulation between government institutions, inefficiency in land organization and the lack of integration between the various data systems of soil and water governance,” said TCU.

Atlas of the Brazilian Amazon 2025, a study by researchers hired by the Heinrich Böll Foundation, points out that, for example, has a series of failures due to data checking problems and confirmation of information passed on by the registered.

“The registration of areas in the Car has been used as a strategy for occupying unpaid public land, often made by land grabbers trying to simulate an appearance of legality on illegal possession,” the document points out.

The estimate is an area equivalent to the state of Acre is now registered in the car overlapping federal public lands. The problem is systemic, because the system accepts overlays without preventing registration by the user.

“Of the millions of registered properties, less than 1% underwent validation by state environmental agencies, which compromises the role of CAR as a reliable instrument of environmental regularization,” says the report.

Without validation, the Car does not guarantee that the data entered is true or in accordance with the law. With the integration of other databases, the government expects to make this filtering of false or conflicting information.

There is no precise and detailed number of land titration in the country, but estimates generally point out that about 140 million hectares, equivalent to almost 17% of Brazil, has a type of irregularity, with problems with land legal certainty.
