The Federal Supreme Court (STF) holds on Friday a public hearing on the obligation to execute parliamentary amendments. The event will be attended by the presidents of the Chamber, Hugo Motta (Republicans-PB), and Senate, Davi Alcolumbre (União Brasil-AP), who must defend the funds indicated by the Legislature.
The hearing was marked by Minister Flávio Dino, rapporteur in the STF of a series of actions that discuss the rules of amendments. Since last year, Dino has been making several decisions restricting the payment of funds and demanding transparencies, which caused irritation in Congress.
In recent weeks, Motta has shown discomfort with part of these decisions of Dino. This dissatisfaction contributed to the decision of the mayor to guide the bill that annulled the effects of the decree that had increased the tax on financial operations (IOF), approved on Wednesday by wide margin.
In marking the hearing last month, Dino stated that “the theme of parliamentary amendments and their imposition is unable to relevance from the social, economic and legal point of view” and that technically qualified and specialized arguments will be debated from different areas of knowledge ”.
The minister stressed, however, that the objective is not to discuss “denunciations, imputations of misconduct, cases of deviations from public resources, or similar topics, since such situations are dealt with in police inquiries and criminal actions in the STF and/or other judicial instances”.
Union attorney General Jorge Messias will represent the federal government, while Minister Jorge Oliveira will speak on behalf of the Federal Court of Audit (TCU). Experts such as Élida Graziane Pinto, FGV public finance teacher, and economist Felipe Salto will also participate.

The hearings occur in the context of actions presented by the Attorney General’s Office (PGR), PSOL and the Brazilian Association of Investigative Journalism (Abraji).
