Fernando Leal da Costa, former Minister of Health, analyzes, in the antenna of SIC Notícias, the controversy a situation caused, in its view, by a set of factors. Fernando Leal da Costa considers that the failures of INEM professionals, who led to the death of a user, and the strike of professionals of INEM “are inseparable events” and points out that on this day, November 4,“More than half” of the so -called emergency lines “could not be answered in a timely manner” or were not answered at all.

“And, of course, in the present case of this unfortunate death, and there are a few more investigation, what has happened is that the call has not been answered in a timely manner. Then there will be some episodes of poor coordination, misunderstanding, there is a lot to be able to ascertain, which has reduced the too late arrival of VMER, which was the appropriate ambulance, and unfortunately, our compatriot eventually died.”

“The unions were not well”

The former minister notes that the Government failed because “it was too late in the face of the need to define minimal services”but alsoOnly his finger in the direction of INEM, which he accuses of “not realizing” the situation.

“And also, although they denied that fact, I think the unions were not well. For a very simple reason: because if they were so concerned about the existence of minimal services, and if they knew that the government and INEM had not fulfilled what was mandatory to do […] They were surely the obligation to be confronted with that fact, even if it was to postpone the strike. And they would have won much more with that, ”he says.

Now, he argues, the executive must “identify the problems that exist in INEM”, solve them, “present A calendar for the solution of problems and respond to the Portuguese and Parliament for this. ”

Fernando Leal da Costa understands, however, that the Minister of Health, Ana Paula Martins, should not be dismissed. “The solution is never to fire”says.

“From this point of view, I think what competes a government member when it is confronted with anything that is bad is to solve this problem or create the conditions for it to solve. It is not to escape the problem, that that does not,” he explains.

The Emergency Calvary

Fernando Leal da Costa says that Portugal “has no means, no enough people to maintain as many emergency services as those who are currently provided for in legal terms. ”
