Bidding requests of high seasters have grown 17% since September 2023, totaling 103 projects
There are 103 offshore wind projects in bidding process with Ibama (Brazilian Institute of Environment and Renewable Natural Resources) in Brazil. From requests 17%. The states of Rio Grande do Sul and Ceará lead requests with 31 and 26, respectively.
Together, the complexes have power capacity of 244.5 GW (gigawatts) of electricity, according to Ibama report ( – 14 MB).
By region, the Northeast coastal leads the potential of energy generation, with 113 GW, followed by the south, with 84 GW, and the Southeast, with 49.9 GW.
In all, 33 companies are in line with their projects awaiting concession at the institute. Ibama, in a statement, states that the bidding is necessary for Brazil “develops by offering its population an environmentally appropriate infrastructure and affirms its commitment to this task ”.
Petrobras leads the requests, with 11 complexes awaiting analysis of Ibama.

On Tuesday (24.Jun.2025), Ibama issued to one of the projects on the list above. The release was granted to the Offshore wind turbine tests, located about 20 km from the white sand coast (RN).
Licensing
Environmental licenses are permanent decisions are divided into 3, issued according to the enterprise phase and the type of activity. Know what they are:
- Prior license: It occurs in the preliminary phase, approving the location and design of the projects, attesting to environmental viability and establishing the basic and conditioning requirements to be observed in the next steps of project implementation;
- Installation License: authorizes the installation of the project in accordance with the specifications contained in approved plans, programs and projects, including environmental control measures and other conditioners;
- Operating license: GRANTS AUTHORIZATION FOR OPERATION OF ACTIVITY OR ENTERPRISE, WITH THE ENVIRONMENTAL CONTROL MEASURES AND CONDITIONS DETERMINED FOR OPERATION.
In addition to these, there is also LPS (seismic research license), related to seismic maritime and transitional seismic data.
Wind Cost
Even with potential, the cost of energy production in offshore wind farms is more than the wind to the wind – in earth. The survey, conducted by the (Brazilian Infrastructure Center), does not consider expenses with new transmission lines, which make this account increase.
According to data from GEI (General Energy Interconnection (GEI), underwater lines are 10 times more expensive than airways, with traditional transmission towers. One kilometer of this type of network would cost $ 1 million to $ 2.6 million. This is the study (PDF – 638 KB).
The plants would be an alternative to countries with the lower territorial extension and less room to develop their energy potential on land, such as the Netherlands and Denmark, according to the study.
The president of (Brazilian Wind Energy Association), Elbia Gannoum, says that the generation modality will be important to meet the growing demand for electricity in the country.
“We are at a crucial time for the realization of Offshore wind in Brazil. The industry awaits important signs of the entities responsible for regulating laws, aiming at preparing to develop this new technology in Brazil […] We need to establish effective processes that guarantee the success of investment in Brazil and meet the demand for medium and long term electricity. ”
According to her, the implementation will bring benefits that go beyond energy production, such as job creation.
“Offshore wind will attract capital, generate jobs and income and bring new industry to the country with the multiplying effects that are peculiar to it”these.
