The summit was bothered by the speech of President Lula () and government members who classifies Congress as defender of the rich, while the Petista government, and began to charge a pacification, with the warning that the promised “electoral package” depends on the legislature.
Lula intends to improve his popularity and reach more strongly for reelection supported by a package of stocks, such as exemption from those who earn up to R $ 5,000, the expansion of the Gas aid and the gratuity of the electricity bill for more families, as well as the strengthening of SUSP (Unified Public Security System).
These projects are all in Congress ,. Deputies combined with the mayor, (-PB), say that a greater friction with parliamentarians could compromise the climate to vote on these measures.
The report of the Income Tax Bill, for example, has already had the presentation postponed by the rapporteur, Deputy Arthur Lira (PP-AL), and for disclosure. There is an impasse on how to play the proposal. The government argues to create a minimum income tax over $ 50,000 per month, but part of the congress is against.
The postponement occurred after on Wednesday (25) the decree that increased the (tax on financial operations) to raise the collection. The Executive now evaluates the judiciary to maintain the increase in tax or promotes new cuts in investments, funds from ministries and parliamentary amendments.
But in parallel to this, Lula adopted the strategy of accusing the congress of being with the richest, while the government seeks to benefit the poor. This Monday (30), the president cited the package of measures and said he wants to “get that country to become a fair country.”
“We will continue to do social justice. They can scream, they can talk, but the time has come to do justice for Brazil,” said the minister (farm).
The speeches occurred after Motta recorded one and claim that “who feeds us against them ends up governing everyone.” He also said that “political polarization has tired a lot of people, now they want to create social polarization.”
Behind the scenes, two allies of Motta argue that the confrontation with Congress should be avoided because the government will also need to rely on the mayor and its basis to control the work of CPMI (Mixed Parliamentary Commission of Inquiry) of deviations in the (National Institute of Social Security).
Another issue that attacks can bury, according to these deputies, is the provisional measure that increases taxes on bets, fintechs and investments exempt today. Part of Motta’s allies, however, states that this proposal already faces a lot of resistance in Congress and that the attacks change the climate of rejection little.
Motta has sought allies since the weekend to combine a joint strategy in defense of the legislature and send emissaries to the government to demobilize the pressure against Congress on social networks.
Leader of the House, Deputy Pedro Lucas (MA) states that “dialogue is the best way to solve problems” and that the clash is bad for both sides. “I don’t feel that President Hugo wants to stretch the rope. I feel he wants to sit, but responsibly and honestly to discuss the expense problem,” he says.
Already governors say that they did not seek the clash and that the response of the PT and the executive is a natural reaction to the resistance of the legislature to the agenda.
The PT released last week a video payment video in which he says that the government will “tax those who always paid little or almost nothing: the super rich.”
A Lula’s assistant states that there is no crusade against Congress, much less against Motta, but that the government will not abandon a priority agenda – and that it should not be viewed as an agenda against parliamentarians.
Another ally of the petista says that making a political dispute does not mean breaking with Congress. He states that one says he does not matter to the Planalto Palace to generate noise with parliamentarians.
Government leader Jaques Wagner (PT-BA) minimized criticism that the government would be tensioning the relationship with Congress by defending tax justice.
“His right [Motta] To answer, we can also position ourselves. It is not climbing the tone, it is to explain our position, the government needs to explain its position for people to understand. It is not necessarily climbing the tone, “he told reporters on Monday at an event.
Wagner also said that this climate of tensioning “should not” compromise the government’s agenda in Congress and cited the June 8 meeting in which parliamentarians, presidents of the two homes and ministers discussed alternatives to IOF decree.
“What are we doing out of the standards? Nothing. It is good to remember that one thing was done, you were witnesses on the way out [da reunião] of that Sunday. There came the text. The speed they decided to overthrow the text after there was… there was a first text that was removed and made a second milder, according to the demand. But they decided to go with the PDL [projeto de decreto legislativo]”, these Wagner.
