The 13th, an event that was known as “” Because it is led by the Minister of (Supreme Federal Court), should attract to the Portuguese capital at least 150 government authorities (PT), the judiciary, the congress, state management and other public agencies.
The event takes place from Wednesday (2) to Friday (4). Part of the participants will have expenses paid with public resources, such as tickets and daily. The organization of the meeting says it will not fund guest spending.
The forum will have about 400 speakers and more than 2,500 registrants to accompany the debates, adding politicians, ministers, businessmen, judges and lawyers, among others.
At least 45 Federal Government members will travel to – many of them are secretaries and advisors to ministries, as well as directors of agencies and other government agencies.
The Ministers (Education), Jorge Messias (Attorney General of the Union), (Entrepreneurship) and (Justice) confirmed presence. Carlos Fávaro, from agriculture, can attend, but did not respond to Sheet about the trip and its spending. Jader Filho, from the cities, also evaluates participating, but will be in his vacation.
At least ten ministries will send representatives, including folders, secretaries and assistants.
Before arriving in Lisbon, Lewandowski will participate in the Summer Seminary of the University of Coimbra. The minister’s advisory says that he and the entourage will travel at the invitation of the Institute for Advanced Research and Legal Studies, which organizes the seminar and will fund the tickets and lodging.
His schedule also includes events in Spain and France, without public spending with tickets and daily rates, says the ministry.
In a statement, Márcio França’s folder states that travel spending will be funded under the law. In the case of MEC, the expenses will be up to the folder, says the advisory.
A, in turn, declares that the minister’s passages and daily rates will be paid by the event, which contradicts the statement of the organization that the institutions involved will not pay guest expenses.
In addition to Gilmar, the Forum announced the presence of the STF ministers, and, president of the Court. The court states, in a statement, that it will not pay for tickets or daily ministers and that any security spending will be released on the Transparency Portal.
Gilmar is a founding partner of IDP (Brazilian Institute of Teaching, Development and Research), a teaching center that is one of the organizers of the event and has the son of the minister, Francisco Mendes, as leader. FGV (Getúlio Vargas Foundation) and the Faculty of Law of the University of Lisbon are also organizers.
Dino, Mendonça and Moraes were also invited to the Seminary in Coimbra. They did not respond to Sheet about who will bear the trips expenses. The University of Coimbra and the Coimbra European Studies Association told the report that they give in and offer dinner to participants. The institute did not send an answer.
About Barroso, who will also be in Coimbra, the court’s advisory states that the passages and lodging will be paid by the event organizers. In the case of the forum, the cost will come from FGV.
Among those who also say that they will have expenses funded by the Lisbon Forum organization are Andrei Rodrigues, general director of the Federal Police, and Sandoval de Araújo Feitosa Neto, Director General of Aneel (National Electric Energy Agency).
The PF states that the organizers will pay for tickets and lodging. Aneel, in turn, says that there will be no receipt of daily, the displacement costs will be under the responsibility of the organization of the Forum, and the rest will be the responsibility of the Director-General himself.
AGU, PF and Aneel did not respond to which specific institution of the organization will bear the expenses.
In the STJ (Superior Court of Justice), the advisory does not inform who will bear the expenses of the 18 ministers who will be speakers. The (Federal Court of Audit), in turn, confirms the participation of five ministers and points out that Antonio Anastasia did not request daily and passages to the Court.
Attorney General of the Republic, is also among the speakers, as well as Augusto Aras, his predecessor in office and deputy prosecutor. PGR did not answer who will pay for their expenses.
Deputies (Republicans-PB), Mayor (PP-AL) and Pedro Paulo (PSD-RJ) and Senators Angelo Coronel (PSD-BA), (PP-PI) and Daniella Ribeiro (PP-PB), among others, will also be in the Forum.
Parliamentarians estimate that at least 20 of them will be in Lisbon, but say they will not be surprised if it is more than 50. The House does not reveal how many deputies reported to go to the event.
The Senate will fund a passage of R $ 32,219 to Senator Daniella Ribeiro (PP-PB), who will mend a trip to the Lide in Morocco Meeting, July 8-11. The others have only requested insurance-wide insurance so far, with values below R $ 170. The president (União Brasil-AP) is in the event schedule, but his advisory said he will not.
Last year, House and Senate disbursed to pay the trip of 30 congressmen to the Forum.
Between governors, (Republicans-SP) and (União Brasil-GO) confirmed participation. Claudio Castro (PL-RJ), Eduardo Leite (PSD-RS), Helder Barbalho (MDB-PA), Mauro Mendes (União-MT) and Rafael Fonteles (PT-PI) must also attend.
The governor of São Paulo will have by his side the secretaries (Public Security) and Natália Resende (infrastructure and logistics) and Attorney General Inês Coimbra.
The governor of Goiás, in turn, will be in the forum with Attorney General Rafael Arruda and auxiliary. Expenses will be with state administrations.
Political conversations and with the participation of entrepreneurs often happen in events parallel to the forum. The two trendiest are organized by the Sphere Brasil Group and BTG Pactual. The first will have the businessman Flávio Rocha, from the Guararapes group, as a host. The second is expected to take place on Thursday (3), in a restaurant in the Portuguese capital.
BTG’s senior partner is close to Gilmar and will participate in debate in the forum, as well as other members of the bank.
The departure of authorities to events such as the Lisbon Forum has been questioned in recent years because of spending and lack of transparency about this information. In the evaluation of critics, there is also possible conflict of interest as a result of the presence of entrepreneurs with STF processes.
Defenders of the meetings say follow the legislation, praise the opportunity to discuss relevant topics and deny the possibility of influence on judgments, on the grounds that ministers live with all sectors of society.
