The intensification of the crisis between the Planalto Palace and Congress, caused by the overthrow of the decree that increased the IOF last week, can play after the parliamentary recess – July 18-31 – sabbaths with those indicated for Senate regulatory agencies. The evaluation is from parliamentarians heard by the globe, even in the face of the effort concentrated in the house expected for this month.
Since the beginning of the year, Senate President David Alcolumbre (Union-AP) delayes the 16 pending sabatinas, in the face of the lack of consensus on the names of the National Petroleum Agency (ANP) and the National Electric Energy Agency (ANEEL), which have nominated by the Minister of Mines and Energy, Alexandre Silveira, his political disaffection.
On paper, the prerogative of choosing who assumes the vacancies is President Lula, and it is up to the Senate to sabbath candidates, approving them or not. But an agreement signed in the government of Jair Bolsonaro (PL) with the Congress summit delegated the choice to parliamentarians.
The intention of the current government to resume protagonism about the process has generated an arm wrestling. With this, the agencies are with interim boards and other appointments follow in the waiting measure for lack of a Senate decision.
The last chapter of the crisis between the government and the congress is a factor that aggravates the political conditions for the Sabbaths. Last week, when asked about the deadlines for the sessions, the president of the Senate was laconic.
“I can only think about it when I have a concentrated effort,” said Alcolumbre.

Near the senator, Efraim Filho (Union-BA) says he does not see a hurry.
“David has already made it clear that there is no hurry, until the commitments are not fulfilled. It depends on the government to give in, whether (first) semester or the next (second). It will depend on the government, whether it will want to build a dialogue now, after the overthrow of the IOF, or will go for the confrontation,” he says.

“Politics have these things, sometimes a long -time controversy is resolved in a few days, especially at times like this, when the other side (the government) needs to give an answer, make a gesture after accumulating defeats. They will be days of much dialogue.”
The line of authorities on waiting compass also affected the sabbaths for postulants to court vacancies. This is the case, for example, of the indications of Veronica Sterman to the Superior Military Court (STM), and Judge Carlos Brandão to the Superior Court of Justice (STJ). The two were nominated by Lula but, according to senators, have not yet been asked because of the clash between Alcolumbre and Silveira for the agencies.
Among the reasons for the impasse are, for example, the nomination of Guilherme Sampaio, name of the former Senate President, Rodrigo Pacheco (PSD-MG), to the National Land Transportation Agency (ANTT) for a five-year term. The government’s appointment includes a mandate that runs until the end of 2026 – which displeases Pacheco and Alcolumbre.

Other names, however, are placed as a source of direct divergence with Alexandre Silveira. This is the case, for example, of the impasse generated by Gentil Nogueira’s appointment to Aneel’s board, while Alcolumbre bets on Amazonian Willamy Frota, named by Senator Eduardo Braga (MDB-AM) for the organ.
Interests in the ANP
Aneel’s other board would fit Ângelo Rezende, which is close to Senator Jaques Wagner (PT-BA). Therefore, alcohumbre understands that the two vacancies of the agency could not, exclusively, to those indicated by names directly linked to the Plateau.
But the time of indecision causes other impasses, besides those already created between Congress and Government by the agencies. The ANP, which was nominated by Artur Watt Neto Pacified, made by Senator Otto Alencar (PSD-BA), for example, can now be the target of Alcolumbre’s greed, allies say.

ANP generates a specific interest of alcohumbre, as it will have a relevant role in equatorial margin research by defining a model of exploration and monitoring and overseeing work on the land range that can have up to 30 billion barrels of oil and includes Amapá, the state of the Senate President.
Alencar says he does not give up the nomination:
“I don’t charge anything (about the dates), the time is the president. I do not give up the nomination of Artur Watt, which I did, since it is technical and is a career employee. I do not believe there will be traded in this sense. David is a subject of word.”

Sought, the nominees, other godparents, alcohubre and Silveira did not speak.
The National Agencies of Civil Aviation (ANAC), Waterfall Transport (Antaq) and Mining and Civil Aviation are also with interim.
