Text of (-SP) approved in the Senate Infrastructure Commission on Tuesday (1st) recycle almost fully proposed by its predecessor in the house, the (-SP).

Pontes’s text was presented in 2023 and does not mention Serra’s proposal, filed in 2020 and was filed in December 2022, with the end of the legislature.

Both projects change the same article as and have an almost identical text. Both determine that the destination of funds from and gas should happen “discriminating on budget execution by economic category and expense group”.
The difference between texts is one: while Serra’s proposal spoke of “expenses with royalties from oil or natural gas exploration,” bridges cites “expenses with resources from governmental appearances from oil or natural gas exploration.”
In the Infrastructure Commission, the rapporteur, Senator Fernando Dueire (MDB-PE), made an amendment to simplify the text, which became “expenses with resources guaranteed by § 20 of the Federal Constitution”, which ensures the Union, the States, the Federal District and the municipalities to participate in the result of the exploitation of oil or natural gas, of water resources for the purposes of generation of electricity and other mineral resources, or or other mineral resources, or Financial compensation for this exploitation.
Even the justification of the proposals is practically the same, with few changes, such as the change of “the collection of a specific public revenue” in the 2020 text, to “the collection of a specific public revenue”, in 2023.
Serra left the in 2022 at the end of his term. The former minister of (PL) took over the post in 2023.
