Commission approves hearing on ANP’s resource cutting

Budget recomposition of the agency is “urgent and necessary”, according to Deputy Eduardo Pazzuelo

The Commission of Mines and Energy of the House of Representatives approved, on Wednesday (2.Jul.2025), the application 66/2025 CME (–133 KB) of the deputy (PL-RJ) to hold public hearing on budget cuts imposed on ANP (National Agency of Petroleum, Natural Gas and Biofuels).

“It is unacceptable that, in a sector with such economic, fiscal and strategic relevance, the ANP is weakened to the point that it cannot fulfill its constitutional and legal role. Weakening ANP is to weaken all governance of the Brazilian energy sector,” stated peace.

This is the list of representatives who will be invited to attend the hearing:

  • Fernando Haddad – Minister of State of Finance;
  • Alexandre Silveira – Minister of State of Mines and Energy;
  • Simone Tebet – Minister of State for Planning and Budget;
  • Maurício Drummond Uzeda -Director-President of Parliamentary and Institutional Relations of Aneinfra (National Association of Analysts and Infrastructure Specialists);
  • Eduardo Bezerra – Director of Government Relations at Refina Brasil (Brazilian Association of Private Refiners);
  • André de Seixas -CEO of Brazil Logistics (Brazilian Association of Ports, Transport and Logistics);
  • ABPIP Representative (Brazilian Association of Independent Oil and Gas Producers);
  • ANP representative (National Agency of Petroleum, Natural Gas and Biofuels);
  • SERVERS ASSOCIATION REPRESENTATIVE from ANP;
  • Significance Representative (National Union of National Regulation Agencies).

For Pazuello, it is “Urgent and necessary” The recomposition of the ANP budget, with the proper revision of Decree No. 12.477/2025 ( – 2.8 MB) – which blocked R $ 7.1 million and contingent another R $ 27.7 million from the agency – and the revocation of the adjustments provided for therein.

“It is essential to restore the minimum conditions for the agency to continue to exercise, with autonomy, technical rigor and effectiveness, its legal attributions.”

Here are the measures taken at ANP due to suspension:

  • stoppage of the analysis of contract inefficiency in the ANP to identify and establish priorities in terms of budget cuts;
  • suspension the fuel quality monitoring program from July 1 to 31, 2025;
  • reduction Sample in the weekly fuel price survey contract, from the survey of June 16-21 – it was expected to reach 459 municipalities in the 2nd semester of 2025. With the cut, throughout the 2nd semester, the LPC will reach a maximum of 390 municipalities for automotive fuel prices and 175 for GLP prices;
  • decrease Expenses with daily and air tickets;
  • court in the resources intended for inspection; Conducting board meetings, public hearings, workshops, seminars and the like remotely.
