In the midst of the crisis between executive and legislature caused by the judicialization of the overthrow of the decree that increased the tax on financial operations (IOF), the executive secretary of the Ministry of Finance, Dario Durigan, has a meeting with leaders of the government base in the House of Representatives on Wednesday.
The meeting comes after the Lula government’s decision to trigger the Federal Supreme Court (STF) to try to reverse the annulment of the decree, which was interpreted by parliamentarians as an “attack” to Congress. The initiative generated a strong reaction between party leaders and parliamentary fronts, with hard speeches about what they called the “declaration of war” to the legislature.
Although there is no official agenda disclosed, the meeting is expected to deal with the government’s economic agenda in Congress, including the tax reform regulation projects and fiscal impact measures.

On Tuesday the Executive Secretary stated that the issue of presidential decrees to regulate tax topics is a prerogative of the executive provided for by the Constitution.
“This is not responsible, but it is a less economic and political, and more legal issue. If the President of the Republic, within the limits that Congress establishes, can deal with some topics by decree, it is the competence of the Executive to do this […] And the president may want to ensure his constitutional competences. It’s the game of democracy. ”
