The House bench defended the “BBB taxation” (billionaires, banks and bets) and said that it will work with the government (PT) so that the executive engages in the agenda of (six days of work and one weekly rest) and send a bill to Congress to discuss this topic.
Petist deputies are expected to release a public note later this Tuesday (1) to express “unconditional support” to the government’s decision to refer an action to the (Supreme Court) that changed the tax rates of the IOF (Financial Operations Tax).
In the text, which is signed by the bench leader (RJ), the deputies say that the overthrow of the decree by Congress last week “violated the separation of powers, improperly interfered with the president’s constitutional normative act and usurped the executive’s own competence.”
“While Lula and the PT seek to advance the reduction of inequalities, the forces of backwardness act in the opposite direction. The owners of power, always, resist fiercely to any change that threatens privileges. Brazilian society clearly realizes this today. With permanent disposition to dialogue and the construction of agreements, we will not backwards in this fundamental debate for the future of all Brazilians,” says the note.
In the text, the bench reinforces speech adopted by the Minister of Finance, that the decree seeks to “correct tax injustices and combat the evasion of tax taxes, to balance public accounts and guarantee workers’ social rights.”
“It is necessary to reverse the perverse situation, where workers and middle class pay their part, but richness evade or pay very little tax,” says the note.
In addition, the deputies state in the text that they fully support other measures proposed by the federal government, including what they classify “BBB taxation”, in reference to banks, bets and billionaires.
Deputies also claim that the bench will open dialogue with the federal government for the executive to analyze the possibility of sending a bill that aims at the end of the 6×1 scale with constitutional urgency regime. This regime requires the theme to be analyzed within 45 days (at risk of paralyzing the plenary voting agenda).
This initiative of the bench occurs at a time when the Planalto Palace reinforces the speech that it is necessary to charge the rich in favor of the poor. The possibility of disclosing a note was discussed by petistas at a meeting on Monday (30). Minister Gleisi Hoffmann (Secretariat of Institutional Relations) participated in part of this meeting.
Considered by governors as a proposal that may help regain the popularity of petista management for its popular appeal, the end of the 6×1 scale is stopped in the House. The PEC (Proposed Amendment to the Constitution), presented by Deputy Erika Hilton (PSOL-SP), and has not advanced since.
It is up to the president of the House, (Republicans-PB), to send the subject to be considered at the CCJ (Constitution and Justice Commission) of the House, which has not yet occurred. Lindbergh argues that the issue is discussed in a bill, stating that this would be “fully constitutionally and legally viable.”
In addition to the end of the 6×1 scale, the PT bench also says in the note that it will recommend that the executive send a new project to Congress that aims to reduce supersalaries, “fighting privileges that exceed any reasonable limit.” The project that is in the Federal Senate, contrary to what is intended in the exceptions, can aggravate current injustices. “
The petista bench also lists “priorities” in the short term in the note. Among them the voting of the bill that exempts the payment of income tax for those who earn up to R $ 5,000, the appreciation by the congress of (which still needs to be sent by the executive) and the proposal that expands the to 16 million people.
The PT leader tells the Sheet that the debate on the reduction of inequality and taxation of super rich is a “historical flag that animates the bench of deputies and our social base”. “We also suggest to the government that it evaluates to send a PL on the 6×1 scale in constitutional urgency, as well as a new project to end supersalaries.
