Study of the genius/Quaest interviewed 203 parliamentarians and indicates that 57% see low chances of approval of government agendas
Survey released this Wednesday (02.Jul.2025) by Genial/Quaest shows that 46% of federal deputies negatively evaluate the government of the president (PT). The survey, which in person interviewed 203 congressmen (40% of the House’s total), also indicates that 57% of deputies consider the chances of approval of government agendas in Congress.
The negative evaluation of 46% represents the worst index since the beginning of the current presidential term. Only 27% of deputies have a positive view of the Federal Administration, the lowest percentage recorded so far.
The study reveals a change in deputies’ perception compared to previous research. In May 2024, there was balance regarding the possibilities of approval of government proposals: 47% of congressmen saw high chances and another 47% considered them low. In the current measurement, 57% believe the chances are low, while 36% consider them high.
The relationship between the Lula government and the congress also worsened in the assessment of deputies, with the negative rate rising from 47% to 51%. Among the deputies who declare themselves independent, this percentage increased by 20 points, from 45% to 65%. In the group that identifies as a center, the increase was 38% to 49%.
Regarding presidential elections, 68% of respondents believe Lula will compete in reelection in 2026, less than 73% previously registered. Half of the deputies (50%) bet that the next president will come from the opposition, against 43% who had this opinion in 2024. Among the independents, the expectation of opposition victory grew from 53% to 62%.
The governor of São Paulo, Tarcísio de Freitas, is seen by 49% of congressmen as the main opposition name for the presidential dispute, a growth over 39% of last year.
The research also evaluated the perception of the presidency of the House. Hugo Motta (Republicans-PB) received approval from 68% of deputies, while 25% consider their management regular. Only 6% rated their work as negative and 1% did not respond.
The survey was conducted in Brasilia between May 7 and June 30, 2025, with an error margin of 4.5 percentage points.
