The Congress summit plans to approve a calendar that will force the government (PT) to execute parliamentary amendments to the budget before the 2026 election.

The goal is to enhance the use of these billionaire resources in the campaigns of current deputies and senators, either for reelection or to compete for other positions, according to information gathered by the report with three people involved in the subject.

The movement occurs after the president of, (-PB), and not to give the party the report of the LDO (Budgetary Guidelines Law) project of 2026, which establishes the beacons for the execution of expenses of the following year.

In place, Motta (PSB-PB). He offered the PT consolation award the rapporteur of about Bets, fintechs and investments today exempt from income tax.

Although he is a faithful ally of President Lula, Gervásio Maia is also very close to the mayor and was chosen with the mission of preparing the calendar for payment of amendments.

The PSB deputy was wanted, but did not respond until the publication of this report. Motta declined to comment.

The government has not yet been warned about the proposal, but the president’s interlocutors say they trust that Maia will do something combined with the Planalto Palace, as he is an ally. The executive would even be willing to discuss a schedule that considers the election period, but does not want this to be in law.

In 2023, Deputy Danilo Forte (-CE) was the rapporteur of LDO and invented the amendments calendar. Lula vetoed, and Congress agreed on the condition that the government would respect the schedule, but the decisions of the Supreme Court (STF) (STF) for more transparency blocked the execution of the funds in the second half.

The government’s view, according to this interlocutor, is that establishing the calendar in law will cast the executive, which is without maneuver in case of revenue frustration, and still politically harms the president, by requiring these funds to have priority in the flow of payments over the investments of ministries.

Centrão members say the calendar is an alternative to prevent the government from giving progress to amendments after the election period and thus reduce the influence of funds on the election. The money is directed to mayors and governors in exchange for support and also with the expectation that the works resulting from transfers income votes.

In addition, it is a way for the center to prevent the government from prioritizing its allies before the election and leaves the end of the year the release of funds from those who support other presidential candidacies against Lula-that almost all center and center right parties have announced that they will do next year.

Two parliamentarians said to Sheet That the calendar proposal is not yet ready, but has already been commissioned to the technicians who work in the project opinion. There are two alternatives in elaboration, which will be taken to Hugo Motta next week.

The main objective is that individual and bench amendments are committed in the first half to avoid the seals of the electoral period. The commitment is the first phase of budget execution and refers to the resource reserve to pay an expense.

In addition, the idea is to force the government to pay for special transfers to states and state governments, popularly known as “pix amendments”. The election of deputies and senators will take place on October 4, 2026, along with the first round of the dispute for governor and president.

The obligation would only involve parliamentary amendments of mandatory execution (individual and regional benches). In the case of commission amendments, the understanding is that it will not be possible to determine a payment schedule because they are not imposing, that is, the government can choose whether or not to execute them.

Congress says the calendar will avoid the delay that occurred this year, when the release of amendments only began at the end of May.

The Lula Government’s Secretariat of Institutional Relations has stated that this only occurred due to Congress’ delay in voting for the budget, which happened only in March, and that execution is faster than in previous years, if considered the deadline after the sanction.

This year’s LDO vote is also delayed and, again, the law will not be approved in time for parliamentary recess in the second half of July, in disagreement with what the Constitution determines.

In this case, the delay is the responsibility of both the government and the congress. The Planalto Palace asked the rapporteur to await the bimonthly report of revenues and expenses on July 21, before voting for LDO. The request came to the scenario on next year’s accounts to be clearer.

Maia Gervásio should present the preliminary opinion to the proposal next week. The plan is that the CMO (Joint Budget Commission) vote this document shortly thereafter, which opens deadlines for deputies and senators to make suggestions to the text.
