Current political tension in Brazil with divergences on the imposition of parliamentary amendments has generated a tendency for “permanent governability crises,” according to the minister of the (Federal Supreme Court).

At a press conference on Wednesday (3), after participating in the panel on budget governance in ‘Gilmarpalooza’, an event in Lisbon that has the minister as the main host, Dino stated that “the moment the imposing amendments were born, we had these difficulties of governability with various presidents of the Republic, different from different parties this shows that there is a need to review the model.”

Rapporteur of the actions that question the constitutionality of the imposing amendments, Dino said that “the Supreme will not do it alone”, reinforcing that the task at this time is to ensure “transparency, traceability, so that there is compliance with the rules, the laws, the Constitution, the Complementary Law 210”.

The STF minister pointed out that “it is very difficult for various political positions” and society in general “finding a way in which we do not live permanent governability crises, as it seems to be a trend.”

This Thursday, in response to a question from Sheetthe minister said that the political crisis in Brazil “is something that has been growing” in the last ten years for several reasons, but that “the budget issue is always at the center of these difficulties of dialogue between the powers.”

With three actions to be processed because of the government’s decrees for the increase in IOF, the minister stated that “the Supreme had to assume a role that would not fit, because it is an eminently political issue.”

About this, he points out that “it is not just the theme of a single tax or fiscal responsibility as isolated value.” “You have to understand that either you equate the recipe and the expense tightly divided the account, or we will live on impasse in impasse.”

Dino made clear, in the understanding, that the Supreme has a role that will fulfill, in any matter, when political actors cannot create spaces for dialogue.

“There will be no other way but the supreme arbitrate. It is not something the Supreme desires, but, on the other hand, the Supreme cannot prevaricate, it cannot be condescending, it cannot be silent and irresponsible with its duties,” he said.

“We hope, there is no doubt that for this set of political issues that we are here dealing with, Congress and Executive Power find out. If not, the Supreme will judge.”
