Business donations to cultural projects with tax incentive reaches 765.9 million, the highest value since 1993
Projects in the area of culture with encouragement by the Rouanet Law () captured R $ 765.9 million from January to June 2025. The value is 37.8% higher than the same period as 2024 (R $ 556.5 million).
The amounts were released in a statement issued by the Ministry of Culture on Wednesday (2.Jul.2025). The text, however, does not mention data correction by inflation. Here’s (PDF – 981 kb).

Rouanet establishes rules for the tax incentive to culture. The Ministry of Culture approves part of the projects presented. Companies and people may discount income tax payment donations to authorized works. The resources are no longer raised by the Union.
The Rouanet Law works like this:
- proponent Register Project – Artist or Producer Company enrolls a cultural proposal in the Ministry of Culture system;
- government Approve Capture – If approved, the project may seek sponsorship via tax incentives;
- companies or individuals invest – sponsors donate and discount the amount of income tax;
- realization Project and Accountability – Proponent executes and proves the spending to the government.
The law is known by this name because of Sérgio Paulo Rouanet, who idealized it when he was secretary of culture in 1991. He at the age of 88.
