The leader of União Brasil in the Senate, Efraim Filho (PB), said that the government of President Luiz Inacio Lula da Silva (PT) needs to define whether the path of dialogue or confrontation with the National Congress will follow. The statement was made in an interview with the newspaper The globepublished this Wednesday (3).
“Congress cannot be the preferential target of the Minister of Finance, if it is the congress that gives sustainability to this government since the transition PEC,” said the senator, in reference to Fernando Haddad’s recent criticism of parliamentary resistance to approve tax measures.
“It is clear that the PT does not have a basis for calling its or able to impose an agenda, but tries to do it by force,” he added.

For Efraim, the executive needs to change his posture if he wants to preserve governability. “Now it’s time for the government to decide whether to go to dialogue or insist on confrontation.”
PDT output
The senator also pointed out signs of fragility in the political articulation of the government, such as Pedro Lucas Fernandes (MA), to assume the Ministry of Communications. According to him, the deputy’s decision was motivated by the political moment of the bench. “Pedro Lucas had just taken the lead. In conversations with us, he said he would like to take over the ministry in another context.”
The recent exit of the allied base PDT was also cited as a factor that “further weakens this base linked to the traditional PT agenda.”

Positioning for 2026
Efraim pointed out that the Federation between União Brasil and PP, formalized this week, should consolidate a more independent posture in relation to the Plateau. “PP and Union advance in the identity and majority aspect of the center-right. These are parties that contribute to governability in economic topics, but preserve themselves in relation to behaviors,” he explained.
According to him, the alliance “brings more autonomy” and eliminates any risk of “subservience or submission to the government.”
Ronaldo Caiado, to the Presidency of the Republic in 2026. Ephraim praised the “expressive results in public security” of the state and highlighted the political articulation profile of Caiado.
