Russia is driving its efforts to comprehensive control over communication in the country. Since July 1, 2025, foreign citizens who want to conclude a mobile phone contract in Russia have had to store their data in the uniform biometric system (EBS). This new regulation, which was announced by the Russian Ministry of Digitization via Telegram, limits the possession of SIM cards for foreigners to ten pieces per person.
