Lula government pays R $ 1.24 billion in amendments

Of the R $ 50 billion reserved for congressmen, 2.48% were executed – the committed amount reaches R $ 4.83 billion

The update of this Thursday (3.Jul.2025) of SIOP (Integrated Planning and Budget System) shows that the government of President Luiz Inacio Lula da Silva (PT) paid R $ 1.241 billion in amendments so far. It was a rise of $ 174 million in one day, but despite the advance, the value represents only 2.48% of the $ 50 billion reserved for the year.

Since Monday (30.Jun), the committed amount was up from almost R $ 1 billion – it was R $ 3.847 billion to R $ 4.833 billion.

The advance in releases seeks to contain the crisis with Congress and ensure support to the IOF (Financial Operations Tax) decree of. With this pressure, the government needs to accelerate the payment of the amendments committed to keep the base allied and avoid further defeats in the plenary.

But the volume of resources reserved is not yet sufficient to contain the dissatisfaction of deputies and senators.

Commitment x Payment

The commitment phase is different from payment.

The commitment is the 1st stage of the execution of public expense. It is when the government formalizes that it will reserve a portion of the money available in the budget for the bill proposed by a deputy or senator.

After the commitment, the value is, in fact, reserved. It acts as an authority insurance that the payment will be made. With this, the service indicated by an amendment can be contracted – in the expectation that the payment will indeed occur at some point.

After the commitment comes the settlement stage – when the government recognizes that the contracted service was delivered – and lastly the payment itself, with the release of the money in the account of those who performed the service.
