The state deputies representing the front line of (PL) in passing a moment of wear with the governor (Republicans).
The group complains about the delay in the payment of parliamentary amendments, the governor’s disagreement to sanction bills of interest to them and the freezing of nominations for public office.
Over the past few weeks, deputies have given demonstrations of dissatisfaction, threatening to abstain from important votes for the government and even through speech with direct criticism of the governor’s team in the Legislative Assembly.
On two occasions last month, the government did not get important projects for Tarcisio to be voted on the date desired by the Bandeirantes Palace – for lack of quorum and another because the deputies preferred to discuss the proposal to the time limit for debates in the plenary.
In the case of overcoming, a social program launched in May by Tarcisio focused on combating poverty, the scheduled vote on June 18 only took place on the 24th. Already the voting of LDO (Budgetary Guidelines Law), scheduled for last Thursday (26), was only held on Tuesday (1st).
Dissatisfaction is greater because, in the case of amendments, transfers have benefited state deputies of the centrão or “PL Raiz”, a non -Bolsonarist arm of the party. The understanding is that it gives priority to these parliamentarians, although management denies.
In the first half of this year, the total of voluntary amendments distributed to allies – that Tarcisio is not required to execute – was $ 349 million, over $ 299 million paid in the same period last year.
The pockets, however, do not feel contemplated. In all, 68 of the 94 members of the Legislature have already received voluntary amendments this year. None of them are from the opposition party.
But in the ranking of the ten most contemplated, there is only one of the block linked to the former president, Fabiana Bolsonaro (PL). She made a single nomination: a transfer of $ 10 million to the city of Bragança Paulista, paid in early June.
On average, the 58 non -Bolsonarist deputies who already had voluntary amendments transferred R $ 5.3 million each. Among the ten pockets, the average is $ 4 million. Two of them, Gil Diniz (PL) and Paulo Mansur (PL), have not yet paid amendments. Diniz is the main ally of (PL-SP) in the state.
The government promises to release R $ 751 million in voluntary amendments. With an eye on the electoral calendar, deputies want to prevent part of the resources from being next year – R $ 91 million promised for 2024 were only paid in 2025.
The overcoming vote was scheduled for the same day of an event in Presidente Prudente, 568 km from the capital, with the presence of Bolsonaro.
The deputies preferred to accompany the former president and missed the vote. With this,, that is, minimum presence for the beginning of the session – the necessary 24 of the 94 deputies in the plenary to open the work.
A member of the base heard by the Sheet He said the group could have returned in time to vote the text in the late afternoon or even articulated by the Board of Directors the postponement of the session, but preferred to send a message with the emptying.
In the case of LDO, the group let the opposition exhaust the time of the session with discussions, pushing the vote for Tuesday (1st).
Bolsonarists have also made criticism of the plenary microphone to Tarcisio management. At the session where LDO was approved, Deputy Lucas Bove (PL) criticized Finance Secretary Samuel Kinoshita for an alleged delay in serving him.
“I have been trying to set up a meeting with Finance Secretary Samuel Kinoshita, who simply does not receive us, does not return to our calls, or information request The Secretary responds,” complained Bove in the plenary.
Already Gil Diniz criticized public safety – which is the responsibility of the state government – by reporting the in a cemetery. He also mentioned one (PP) and women’s deputies: “Our population calls for public security and I’m sure this parliament needs to give an answer.”
The Tarcisio government was asked about the complaints of the pocket basis, but the secretary of government, folder headed by the president, sent a note with technical explanations about the release of resources.
“Voluntary indications of 2025, for bureaucratic or project processes, have so far paid those of health that had been presented to the government until April,” the text says.
“As [demandas] presented after this date and with objects that require agreements continue to process and will be paid according to the development of each initiative. There are also demands that were not presented by parliamentarians “, concludes the note.
Alesp government leader Gilmaci Santos (Republicans) denies any direction aimed at harming the pockets. “There is a pocket that has had 100% of the amendments paid [em referência a Fabiana Bolsonaro]there were those who already had 60%. What depends is where the deputy made the nomination, “he said.
“In the case of health, if the appeal is for a city hall, the money is deep deep, arrives faster. If it is for Santa Casa, education, security, it needs to make an agreement. It takes longer,” he added.
