At the historically first bilateral summit of the European Union and Moldova, the leaders of both parties agreed to deepen cooperation on Friday in Kišinov. They discussed Moldova’s accession process, necessary reforms, investments, security cooperation and a procedure for hybrid threats. The meeting took place just a few weeks before the key parliamentary elections in the country, TASR reports.
The President of the European Commission (EC) Ursula von Der Leyen, head of the European Council António Costa and Moldovan President Maia Sandu, called the summit a significant milestone. The leaders confirmed that they see the future of Moldova in the European Union, while Brussels appreciated Kišinov’s efforts to continue reforms despite the unfavorable external environment. At the same time, the Union declared the readiness to open access negotiations as soon as the necessary conditions are met.
Integration is no longer just a vision
“For the first time we are perceived as a natural part of a European family,” Sandu said, adding that the integration of her country into the EU is no longer a distant vision.
In a joint statement, the leaders also condemned Russia’s continuing aggression against Ukraine. “In this context, we are fighting together against these threats and confirm the unwavering EU support for sovereignty, stability, resistance and economic development of Moldova,” they said.
Von Der Leyen announced the release of the first EUR 270 million from a total package of EUR 1.9 billion for 2025 to 2027 as part of the support plan for Moldova during the summit. It was approved in March.
The means will help restore
According to Insight EU, Monitoring should be used, for example, for the construction of a new regional hospital, the restoration of central heating in Kišinov, or a reduction in energy prices for the local people. The plan also includes modernization of schools or infrastructure.
The President of the EC also announced that from October 5, cross -border bank transfers in euros between the EU and Moldova will be cheaper thanks to the inclusion of the country into a uniform area of payments in euros (SEPA). She also promised to terminate roaming fees.
The leaders agreed in a statement that Moldova must fight against increased hybrid and cyber attacks that are coordinated from Russia before September parliamentary elections.
The Union appreciated the reform
“Strengthening Moldova’s safety and durability is the key goal of our support. We are convinced that who will lead Moldova, its inhabitants should decide – not those who try to manipulate, divide or undermine their democratic will,” he said after Costa.
The Union also appreciated Moldova’s efforts in the reform of justice, the fight against corruption and the protection of minority rights. Moldova confirmed the determination to build an independent judiciary and a system that serves all citizens. Progress has also been recorded in the fight against organized crime or migrants.
