Incentive to cinema rises in Lula 3, but far from the pre-pound

Survey considers the resources of the FSA (Sectorial Fund of Audiovisual); Average value per project in 2023 is the largest since 2015

The disbursements of the (audiovisual sectoral fund) grew at the beginning of the 3rd term of (PT). Nevertheless, they have not yet resumed the level of the pre-pound.

The amount effectively released in 2023 by the fund was R $ 450.9 million. It represents an expansion of 50% compared to the R $ 299.5 million from the previous year.

Investments by the FSA in 2017, 2018 and 2019 were larger – in the range of R $ 700 million to R $ 800 million. The values ​​are corrected by inflation, as shown in the infographic below:

The Sectorial Fund for Audiovisual is a public funding source for the sector, managed by Ancine and operated by the (National Bank for Economic Development).

The money comes from Condecine (contribution to the development of the national film industry), paid for companies that produce audiovisual works. It is passed on to projects through public notices, called public and automatic lines.

Average value per work

Despite the drop in funding, the average value released by project grew in the early years of Lula 3. It was $ 1.3 million in 2023. It is the highest proportion since 2015, when the average was $ 1.5 million.

The average per work was $ 2.5 million in 2024 until May. It will be the largest level since 2010, if you keep the same rhythm by the end of the year.

The period when more projects received money for the FSA was 2018, when 805 works benefited.

The number of works that actually received money fell in 2023. There were 344, the lowest value since 2020 (start of the pandemic).

Benefited consolidated companies

The producer who got the most money via FSA in 2023 and 2024 until May was, with $ 18.1 million. It is one of the largest in Latin America, responsible for distributing Hollywood movies in Brazil, such as “John Wick” and “Twilight”.

O top 10 has other relevant companies in the Brazilian scenario. A (R $ 12.4 million) is in 2nd place and produced works such as “My Mother is a 3 piece”, which had a box office of R $ 169.8 million – the largest in the country.

Chico Buarque and Ney Matogrosso

“Geni and Zepelim” was the film with the most features released in almost 1 and a half years of Lula 3, with $ 12 million. There were 2 notices, one from 2022 and one from 2023. Nevertheless, the money was only effectively released with Lula in the presidency.

The work is inspired by the music of Chico Buarque, about a marginalized woman in a city that will suffer an air strike of a flying airship. The debut is scheduled for 2026.

Another movie that appears in top 10 is “man with h”, with disbursement of $ 2.5 million. The biography of singer Ney Matogrosso debuted in May 2025 and has raised more than $ 13 million at the box office.

The numbers of the above do not necessarily represent the full budget of each work. FSA resources may have been used in part. Moreover, it does not mean that the artists who inspired the songs received the money.
