The president of the Federal Senate, David Alcolumbre (Union-AP), included on the agenda next Tuesday (8) the bill that legalizes gambling, casinos and bingos. Despite being expected to vote, leaders recognize that there is no agreement for approval.
Parliamentarians claim that alcohumbre should consult the benches; If there are not enough votes, the matter must be removed from the agenda.
The proposal has the sympathy of the government, as the legalization of bookmakers can become a source of revenue, as well as the Bets. The center also supports the measure. However, on the evangelical bench, there is resistance to the project.
. In December 2014, still under the presidency of Rodrigo Pacheco (PSD-MG), the project was removed from the agenda for lack of agreement.
Alcolumbre has been committed to approving the proposal since last year. In the presidency of the Constitution and Justice Commission in 2024, he worked to ensure the vote on the board.

According to the approved text, the installation of casinos in tourist poles or integrated leisure complexes – resorts and high standard hotels with at least 100 rooms, as well as restaurants, bars and locations for meetings and cultural events.
They can also be installed on sea vessels (within ten limit across the country) and on river ships with at least 50 rooms, respecting specific criteria.
In the case of casinos on land, the legislation provides for the limit of one per state and in the Federal District, except for São Paulo, which may have up to three casinos, and Minas Gerais, Rio de Janeiro, Amazonas and Pará, which may have up to two each.
Bingos will be able to work permanently in specific places, both in the pack and in the electronic and videobinge modalities. There may be a bingo house in each municipality, and the larger cities can have one establishment for every 150,000 inhabitants.
The municipalities and the Federal District will be allowed to explore bingo games in stadiums with a minimum capacity of 15,000 fans, provided that on a non -eventual basis.
The exploitation of the animal game will be authorized for one legal entity every 700,000 inhabitants in the states and the Federal District.
In Roraima, whose population does not reach this limit, according to data from the 2022 census, the installation of a animal game operator will be allowed.

Horse racing bets can be explored by accredited turf entities with the Ministry of Agriculture. These same entities may also be allowed to simultaneously exploit bingo and videobinge games, as long as at the same place where the turf practice is practiced.
The project also regulates the rent of betting machines and requires the registration of all of them with the government, as well as the conduct of periodic audits.
Game and bet machines should be explored at 40% for the rental company and 60% for bingo or casino establishment, based on gross revenue – defined as the difference between the total bets made and paid awards.
