Upon arriving at the session, the Senate President announced the decision and alleged the absence of Quorum to deliberate on a “controversial” theme – only 56 of the 81 senators were present.
Upon arriving the session on Tuesday, Alcolumbre announced the withdrawal of the agenda and said there was no quorum for the vote. 56 senators were present, of a maximum quorum of 81.
“The quorum is very low. The presidency cannot be questioned at all asked about the quorum for the deliberation of controversial materials like this,” Alcolumbre said in the plenary.
He also stated that he received several requests asking for the postponement of the vote, the withdrawal of the agenda and even the return of the project to commissions, which, according to him, highlights the strong divergence around the proposal.
Alcolumbre also said he received calls from senators who are abroad and expressed the desire to participate in the vote.
This is not the first time that the proposal has been based on the Senate plenary. In December 2024, still under the presidency of Rodrigo Pacheco (PSD-MG), the project was also withdrawn from the agenda for lack of agreement.
Alcolumbre has been committed to approving the proposal since last year. In the presidency of the Constitution and Justice Commission in 2024, he worked to ensure the vote on the board.
The proposal has the sympathy of the government, as the legalization of bookmakers can become a source of revenue, as well as the Bets. The center also supports the measure. However, on the evangelical bench, there is resistance to the project.
