The National Health Surveillance Agency (Anvisa) published, on Monday (7), a safety report warning about the risks to health and hair related to the use of capillaries, especially those containing prohibited substances such as formaldehyde, or formaldehyde, and glyoxylic acid. Irregular products can cause from skin irritation to breathing problems and irreversible damage to the hair structure.

The document highlights that, currently, formaldehyde is allowed in cosmetic products in Brazil only as a preservative, at concentrations of up to 0.2%, and as a nail hardener, up to 5%. Its use as a straightening agent is prohibited and represents serious health risks.
Anvisa is noteworthy that “glyoxylic acid, also forbidden for this purpose, can cause severe damage when heated, being especially dangerous when combined with other procedures, such as the discoloration of the hair.”
The report brings detailed guidelines to consumers and beauty salons professionals:
- Consumers should check if the product is regularized with Anvisa;
- Avoid products without label or with misleading promises;
- Follow the instructions for use correctly;
- Be aware of signs such as itching, burning or breathing difficulties.
Professionals should only use regularized products and should refuse the use of prohibited substances, even at the customer’s request. Anvisa also warns that professionals adopt personal protection measures and maintain ventilated environments.
ANVISA also clarifies that “the addition of formaldehyde to cosmetics is considered severe health infraction and may configure a heinous crime, according to article 273 of the Penal Code.”
The agency reinforces the importance of monitoring and evaluating cosmetic products after marketing to prevent risks and protect public health.
