One week from the attempted reconciliation hearing at the Supreme Court (Supreme Court), the President of the Republic, Luiz Inacio Lula da Silva (PT), and members of the National Congress have indicated little space to give in the IOF (Financial Operations Tax) crisis, CNN found.

The conciliation hearing is scheduled for Tuesday of next week, the 15th. There is no expectation that the whole conflict will be resolved at this first meeting. But that a way is discussed over time, even to understand how much each one is willing to give in.

Lula said he will meet with the union’s general lawyer, Jorge Messias. Until Wednesday (9), however, he signaled a focus on receiving the representatives of India and Indonesia in Brasilia.

Lula is also expected to meet the summit of Congress alongside Finance Ministers Fernando Haddad and the Secretariat of Institutional Relations, Gleisi Hoffmann. Even so, in speaking to journalists, in public, Lula did not rose his foot.

“I am not participating in any conciliation table. See, we sent a proposal to Congress. And Congress decided to do something, in my opinion, totally unconstitutional. Because decree is a prerogative of the government, the executive,” he said.

Officially, it is the AGU (Attorney General of the Union) that represents the government in an attempt to mediate.

Meanwhile, government members and allies have doubled the bet on the speech of “us against them” and BBB taxation – billionaires, bets and banks.

At least on social networks, government is getting the best. QUESTE Survey shows that about 4.4 million mentions of IOF, 61% were criticized to Congress, 28% had a neutral tone and 11% disapproved of the government’s attitude. The survey monitored posts on the subject between June 24 and July 4, when executive and legislature began to fight around the tax.

Opposition and centrão parliamentarians were bothered by Planalto, with what they call the class hatred speech and digital party campaign, eyeing the 2026 elections.

The leadership of the opposition in the House wants to summon the Minister of the Presidency Secretariat of Social Communication, Sidônio Palmeira, to explain.

Although he entered the sights of Lula’s popular base, Hugo Motta shows no willingness to change his posture.

It signals that it will continue to maintain a critical posture to the Plateau in the IOF, without closing the dialogue.

Especially because it evaluates that the polarization between Lulism and Bolsonarism does not affect its electoral situation in Paraíba.

Behind the scenes, he denies that there is an anti-government schedule on the agenda, but points out that trying to get in Congress the defense of the rich against the poor only worsens the arrangement of parliamentarians.

Government and Congress have until Friday (11) to present to the Supreme the respective legal arguments about the IOF.

The idea is to supply the rapporteur, Minister Alexandre de Moraes, with subsidies on both sides. There are accusations and doubts to be analyzed. For example, if the government has increased tax rates only for the purpose of raising more – and if the congress overturned a decree that could not.

Governors are also eyeing to prevent the IOF crisis from having reflexes on other legislative guidelines, such as income tax exemption for those who earn up to R $ 5,000 per month and the end of the 6 x 1 work scale.

Lula’s allies want faster, but there is doubt if there will be room for advances before recess, in about 10 days.

A Congress wing is strengthened to win the first battle, although it may be momentary. This is because, in practice, IOF continues without increases with Moraes’s decision to suspend all decrees on the matter.
