Contest seeks to correct gender imbalance after previous edition has less than 40% women among approved
The (Unified National Public Competition) will ensure that at least 50% of participants in the 2nd phase of the race are women. To the program Good morning, ministerthe Minister of Management and Innovation in Public Services, said that the new edition of the contest seeks to correct the disparities through more rigorous implementation of affirmative policies.
Data from the previous contest revealed an imbalance in the approval rate by gender: women accounted for 56% of registered and 54% of participants, but less than 40% of approved. The CPNU will also follow the rules of, sanctioned by the President (PT), on June 3.
Federal law establishes the reserve of 30% of vacancies for black, brown, indigenous and quilombola persons, while a decree maintains a 5% reserve for people with disabilities.
“We will be able to apply the new quota law, which is new to expand the percentage of vacancies, which was 20% and went to 30%, as well as specific quotas for quilombolas and indigenous people”, said Esther.
CPNU X MPF
The (Federal Public Prosecution Service) issued a notification about the CPNU notice, but this measure does not prevent the test. On July 3, the Ministry asked the Federal Court of the Federal District the immediate suspension of the 2nd edition of the contest, claiming that the announcement was launched “Without the correction of structural failures pointed out in a public civil action filed a week ago and without adopting measures capable of ensuring the effective fulfillment of racial quotas in the event.”.
MPF prosecutors say the rules maintain the problems registered in the 1st edition of the contest in 2024, when several candidates judicially questioned the criteria for framing as a quotaholder.
The Attorney’s Office said the announcement repeated the guidance that the decisions of heteroidentification commissions remain definitive, which “Contrary to the principles of the contradictory, the broad defense and motivation of administrative acts”.
To the Good morning, ministerEsther stated that the contest has changed the rules of the heteroidentification board. Now, if a candidate has at least 1 specialist of the 1st bank and 1 expert in the 2nd confirming the candidate’s identity, he can already compete with quota. If the candidate cannot attend the bank, he will not be eliminated from the contest, he will not be able to compete with quota.
The contest takes place in a context of renewal of the federal civil service. About 180,000 servers are close to retirement. In some areas, the number of hiring is far below staff exits.
The Ministry of Management and Innovation in Public Services plans to transform CPNU into permanent policy with conduct every 2 years. The test is expected to return in 2027, after not being held in 2026 for being an election year.
The race will be applied on October 5, 2025, in 228 Brazilian cities distributed to facilitate candidates’ access. The contest will offer 818 vacancies in the Southeast region alone, with approvals provided for in all states, as well as in the 1st edition. The 2025 CPNU offers a total of 3,652 vacancies distributed in 9 thematic blocks, covering 32 agencies of the Federal Executive Power.
