Chamber approves base text that creates 160 commissioned positions in the STF

The House of Representatives approved, on Tuesday night (8), the base text of the bill that creates 160 commissioned functions for the Supreme Court (STF), as well as 40 positions of judicial technician to act as an agent of the Judicial Police. The proposal is still awaiting the vote of highlights, which can modify points of the text.

Bill 769/2024, authored by the Supreme itself, had as rapporteur the deputy Defensor Stélio Dener (Republicans-RR). According to him, the measure aims to modernize the structure of the court in the face of increasing the complexity of cases under analysis and the growing overload in ministers’ offices.

“An efficient judiciary, modern and committed to the judicial provision of excellence is essential to guarantee the fundamental rights of citizens and to maintain the Democratic Rule of Law,” Dener said during the vote.

The parliamentarian also defended the creation of the positions of judicial police, arguing that the measure responds to the growth of threats to the institutional security of the. According to him, this is the first project in over a decade to expand positions in the Supreme – the latter were approved in 2004, 2012 and 2013.

The proposal determines that the costs of new positions will be covered by the budget appropriations provided for in the Union General Budget, with the creation of commissioned functions linked to the Annual Budget Law (LOA) and the Budgetary Guidelines Law (LDO).

Despite the approval of the base text, the measure generated a strong reaction of part of the opposition. Deputy Cabo Gilberto Silva (PL-PB) classified the project as “immoral and unfair”.

“Increasing positions? Increasing expenses? Are you finding little, there are only 11 ministers with all these expenses they already spend?” SILVA CRITED.

In the same line, Carlos Jordy (PL-RJ) stated that the budget impact-estimated at $ 8 million a year-represents a “bad example” by the house. He accused the Supreme of persecuting parliamentarians and extrapolating his constitutional functions.

Also contrary to the bill, Deputy Tarcísio Motta (PSOL-RJ) pointed to the lack of concrete justification for the creation of commissioned functions.

For him, “public agencies need to have the necessary size to serve the population well,” but without giving up the public tender as a form of entry.

Already Reinhold Stephanes (PSD-PR) said that the Supreme Court is “swollen and expensive”, and criticized the performance of the court in proceedings that, according to him, should not be under its purview.

“If you did your constitutional functions, you would not need new positions of trust,” said Stephanes.

On the other hand, Deputy Tadeu Veneri (PT-PR) countered the criticism, noting that many who oppose the bill voted in favor of expanding the number of federal deputies from 513 to 531.

“If they wanted to not increase expense, they should have voted here, even to give an example, against the increase in the number of deputies,” said Veneti.

The bill is still under analysis at the House Plenary, where the highlights should be voted before the proposal follows the Senate.
