The House of Representatives approved on Tuesday night (8) the base text of the bill that creates 160 new fc-6 commissioned functions for the Supreme Federal Court (STF). The proposal also includes an attachment that deals with the creation of 40 positions of Judicial Technician acting as agents of the Judicial Police.
The approved text is a replacement of Deputy Defensor Stélio Dener (Republicans-RR) to a bill, sent by the STF itself. The highlights-suggestions for change to the text-were to be voted on Wednesday (9).
According to the court’s justification, the new commissioned functions will allow to improve the court’s organizational structure, especially in the areas of safety, information technology and technical support to the activities of the ministers.

Estimated cost and source of resources
The expected fiscal impact is at least R $ 7.78 million by 2025, rising to R $ 7.81 million in 2026. The House did not disclose the total cost of the proposal, including the 40 positions of judicial technicians.
Expenses will be covered by budget appropriations already foreseen for the STF in the Union Budget. The creation of positions depends, however, on the authorization expressed in the Budgetary Guidelines Law (LDO) and the provision in the specific annex of the Annual Budget Law (LOA).
Opposition criticism and base parliamentarians
The vote generated heated debate in the plenary. Opposition parliamentarians criticized the increase in spending amid the fiscal difficulties faced by the government. There was also resistance from base sectors, which charged greater transparency and objective criteria for the creation of commissioned positions in the judiciary.

The proposal now goes to the Senate, after the vote of the highlights in the House. If approved without changes, it will go to presidential sanction.
