Government launches portal of regulation focused on transparency, cost reduction and bureaucracy

The Ministry of Development, Industry, Commerce and Services (MDIC) launched on Wednesday (8) the Portal da Regulation, a digital platform that consolidates Brazil’s main regulatory information in one environment. The initiative seeks to reduce bureaucracy, reduce compliance costs, and increase transparency to companies, citizens and investors.

The launch was conducted by the vice president and minister of the portfolio,which highlighted the positive impacts of the new system. “The platform meets two goals: reducing costs to increase competitiveness, economic growth and job creation; and bureaucracy, simplifying, facilitating the population’s access to the standards they seek,” said Alckmin.

The tool, available at portalreg.mdic.gov.br, was developed in partnership with the Brazilian Agency for Industrial Development (ABDI) and the Senai/CE Industry Observatory. It allows simplified access to regulatory agencies, agendas, public consultations, and standard repositories, as well as offering a direct channel for user suggestions and criticism.

Cost of complexity

Data from the Brazilian Institute of Planning and Taxation reveal the size of the challenge: between 1988 and 2024, 7.8 million standards were issued in Brazil – an average of 860 new rules per business day. This legislative profusion resulted in an estimated regulatory cost of R $ 243.7 billion in 2023, according to a study by the National Industry Confederation (CNI). The cost of non -compliance, when companies fail to comply with rules due to ignorance or difficulty of interpretation, was R $ 150.1 billion.

For Secretary of Competitiveness and Regulatory Policy, Andrea Macera, the platform represents a milestone in the relationship between State and Society: “This platform represents the gateway to the regulatory universe in Brazil. Reduces bureaucracy, gives more transparency to investors and promotes regulation that fulfills its public purpose with quality, efficiency and legitimacy.”

Next features

In addition to the tools already available, the portal will have new services in the future, such as a regulatory cost calculator based on artificial intelligence, sectoral discussion, disclosure of economic segment standards and a collaborative channel for continuous platform improvement.

The initiative is considered strategic to modernize the Brazilian regulatory environment, strengthen dialogue with the productive sector and stimulate formalization and competitiveness in Brazil.
