House approves 9% readjustment for military; impact will be R $ 5.3 billion in 2026

The House of Representatives approved on Thursday (10) the Provisional Measure (MP) that grants a 9% salary adjustment to the military of the Armed Forces. The increase is valid for all members of active, reserve and pensioners, but still needs to be confirmed by the Senate to become a definitive law.

The MP, edited by the federal government in March, is already in force, but will be valid in August if not approved by Congress on time. According to official estimates, the measure represents a tax cost of R $ 3 billion in 2025 and R $ 5.3 billion in 2026.

In all, about 740,000 people will benefit, including inactive pensioners and military personnel. The approved readjustment only focuses on the salary, which is the base compensation of the military. Other additional – such as bonuses for length of service, function or dangerousness – have not changed, but continue to compose the total yield.

The first installment of the readjustment has already started to be paid in April. The second, also 4.5%, is scheduled for January 1, 2026, if the MP is converted into law until then.

The government argues that the readjustment is part of an agreement that follows the molds of the increase already granted to other federal servants in early 2023. The proposal seeks, according to Planalto, “mitigating the salary lag caused by inflation of recent years.”

The military, however, were pressing for a higher index. In negotiations with the executive, they even asked for an increase of up to 18%. The MP rapporteur at the Joint Commission, Deputy Eduardo Pazuello (PL-RJ), said he tried to expand the percentages to the Ministry of Defense, but bumped into budgetary limits.

Even disagreeing with the percentage proposed by the government, the deputy maintained the original text, justifying that a change would prevent the processing as a provisional measure, which would endanger the readjustment already in force.

Next Steps

With the approval in the House, the MP follows for analysis of the Federal Senate. If senators also approve the text without change, the measure will be converted into law and the staggered adjustment will continue to be valid until 2026.

If there are modifications, the proposal will need to return to the House before the deadline in August. Otherwise, the effects will be valid, including payments already made since April.
