From the publication of the changes, data obtained with animal tests cannot be used to authorize the commercialization of personal hygiene products, cosmetics or perfumes or their ingredients.
The exception will be for cases where they are obtained to comply with non -cosmetic regulations. To make use of this exception, interested companies should provide documentary evidence of the non -cosmetic purpose of the test. The manufacturer who is allowed to use new animal testing data may not include in the label or proceedings of the product phrases such as “not tested on animals”, “cruelty free” or other similar expressions.
For the project rapporteur, Deputy Ruy Carneiro (Pot-PB), maintaining animal experimentation as a dominant practice would represent not only an ethical failure but scientific setback. “Substitute methods for animal use – such as computational models, 3D bioimpression of tissue, organoids and cellular cultures – have been consolidating as reliable, ethical and often more effective tools,” he said. The project allows the sale of these products and the ingredients that compose them when the test occurred before the date of the change in force.
