New calculation is in the opinion of Deputy Arthur Lira (PP-AL) on income reform; Before, Fazenda estimated impact of R $ 26 billion

The estimate for collection losses with income tax exemption up to R $ 5,000 per month rose to R $ 31.3 billion in 2026. Earlier, it was a resignation of R $ 25.8 billion.

The new number is contained in the opinion presented by the Federal Deputy (PP-AL), rapporteur of income reform in the House of Representatives. The tax authorities is cited by the deputy as a source for the values.

The form found by the government to increase public revenue and offset the losses of the new IR was to standardize the rate for those who receive income from $ 50,000 per month, as well as a new collection of dividends abroad.

Lira’s opinion shows that these measures will bring a collection of R $ 34.1 billion in 2026. The impacts for 2027 and 2028 are also in the congressman’s document:

  • 2027 – Loss of R $ 33.5 billion and gains of R $ 39.2 billion;
  • 2028 – Loss of R $ 35.9 billion and gains of R $ 39.6 billion.

According to the above projections, there will be a positive collection balance in all 3 years. The idea is that these figures will be used to compensate for the losses of states and municipalities with reform.

Part of the money from federative entities comes from the retention of the income tax of civil servants. With the broader exemption, more people stop paying and mayors and governors receive less.

The IRS estimated that in 2026. For states, the projection was $ 1.5 billion.

The projections are well below the numbers presented by the representatives of the entities. The (National Confederation of Municipalities) expects a potential loss of $ 9.5 billion per year only for cities.

Income reform is one of the central guidelines of the government of (PT). The president wants Brazilians with earnings up to $ 5,000 per month to stop declaring income to the IRS. It is a campaign promise of the petista, formally announced in November 2024.
