Amapá: CGU sees an auction problem for school feeding – 12/07/2025 – Panel

An investigation by (Comptroller General of the Union) found a series of problems in a (national program) auction.

Among the examples cited are the fact that companies of the same economic group participate in the price survey; Sources used in this process also compete for auction; Irregularities in documents presented, as well as errors in the students calculation used to distribute the money, which also has incompatibility with the census data.

“Such vulnerabilities can contribute to the occurrence of adverse selection within the context of the event, materialized by the qualification of groups with dubious technical and economic capacity to comply with the object, which in the case on screen represented almost 45% of the value acquired by the administration, totaling approximately R $ 2.5 million,” says the controllership.

The CGU says that the information of the Amapá School Census was not used in the measurement, but of the Best School Program – and yet, with calculation errors.

“Through tried analyzes it was found that, on average, the municipality of Santana [AP] It may have lost R $ 178,220.63 due to the new proportions of apportionment among students of both municipalities, when compared to the census proportion of 2022, “the audit says.

“Another worrying aspect in the case analyzed was the substantial participation of farmers linked to the same economic groups in the price survey phase in local markets,” the agency continues.

Therefore, CGU recommends that the qualification of one of the auction participating companies will be reconsidered, as well as one of the companies that were rejected in the process.

“It is concluded that despite the improprieties pointed out in all the issues calculated, there is a possibility of sanitation of management acts considered improper by the competent authorities,” concludes the agency.

In a statement, the MEC says that the National Fund for the Development of Education (FNDE) and the Union perform normative, supplementary and coordination functions within the PNAE through technical and financial assistance. The ministry says that the cost of school feeding is not the sole responsibility of the FNDE, since “education management is shared between Union, states and municipalities”.

The folder also states that the supervision of the program is carried out by the FNDE, the school food councils, federated entities, internal control bodies, TCU, Public Prosecution Service and civil society.

“In the state of Amapá, where there is a balance regarding PNAE resources since 2023, FNDE has been conducting on -site monitoring, through the program coming together. With the operating outbreak that investigates fraud and money laundering, the case was sent to the Federal Prosecutor’s Office by FNDE, and information about the operation was requested to the CGU to support the analysis of accountability,” he says.
